Keyword Targeting - How to Properly Target Two Similar Terms?

Hi all,
So I have a question about "best practices" when you have two unique, but highly similar keywords you are targeting.
Let's use the examples of "raincoats for women," which gets 9,900 searches a month, and "rain jackets for women," which gets 4,400. I am in the process of selecting keywords for my client's "keyword portfolio" and need to come up with a strategy when faced with two similar keywords that use different terminology.
I'm well aware that there should only be one page for "women's raincoats" but there is no doubt in my mind that Google will give preferential treatment to whichever version of the keyword (raincoats/rain jackets) I include in my title tag, meta description, content, etc. I know that the modern philosophy is that Google is sophisticated enough to understand that the two words are essentially synonymous. That said, would you
A) only pick "raincoats for women" for your client's keyword portfolio and focus exclusively on that term in your optimizations?
b) pick both terms and try to strike an even balance between both in your optimizations?
c) pick both terms and only optimize for "raincoats for women" and hope that "rain jackets for women" gets some peripheral benefit from your optimizations via Google's understanding of synonyms?

You can use full keyphrase in page tilte/content/h1 tags and so on without keyword stuffing.

Thanks for your help. I'm still seeing so much evidence that 'exact match' optimizations really move the needle in organic search, which is the only reason I have hesitations. While I fully endorse the idea that your site's language should be well-written and user-friendly, I don't want to lose out on any opportunity to target the best keyword.

"B" option is way to go.
Just optimize and use those terms in natural way, don't keyword stuff and you will be fine.

Would there be any benefit to creating multiple pages of the same content to target different titles?
Obviously, the duplicated pages would be canonical, but would there be a way of anchoring a page land by search term entry? For example: If you have a site that sells cars you could use this method but have a page that has (brand) cars for sale, finance options, best car for a family, how far will the (brand) car go for on a full tank and so on? Then making all the information blocks h2's but using the same H2s for the duplicated page titles. Then it gets complicated, If someone searches "best car for a family" and the page title for the duplicated page is clicked how would you anchor this user to the section of the page with this information? Homepage alone dropped for one "keyword"
Hi Moz community, Our websites has dropped almost 50 positions for main keyword and Okay with other keywords. Other pages are doing consistent for other keywords. Losing rank to Scholarly Articles and Keyword Description Stuffing
I began reviewing the rankings this week and noticed that many of our #1,#2, etc rankings had been bummed down as a whole. After reviewing many of the search terms it seems Google has begun to rank a group named Scholarly Articles in the #1 position. Has anyone else noticed this change? We have a terrible, severe loss in our Keywords rankings this week, can you please help us what would happen in only 7 days ?
On the date 3rd of October we had almost 55 Keywords up and 44 almost down, Today after 7 days there is a severe drop 90 keyword is down, 7 only are up, and that's one website. My other website had 57 words up and 175 down. Our strategy in building backlinks: Directory submissions, article submissions and some blog commenting, we keep into consideration to choose only websites with high page rank (Page Rank 2 and higher). Also we had an updated on one of our websites since 1st of June a new URL structure, content, new pages and sitemap. Both websites has tons of keywords that we worked on increasing its rank and some we haven't touch them and its ranks was decreased. Does the new Google "hummingbird" have something to do with that? is there anything wrong with our strategy? Please provide us with your feedback ASAP.

Site not in Google top 50 for key terms
Dear Moz Community, Our site - http://www.sportsdirectnews.com publishes a high volume of daily sport stories and aims to follow Google's Webmaster Guidelines, yet our pages don't appear anywhere in Google's SERP's. How can I tell Google two sites are non-competing?
We have two sites, both English language. One is a .ca and the other is a .com, I am worried that they are hurting one another in the search results. I'd like to obviously direct google.ca towards the .ca domain and .com towards the .com domain and let Google know they are connected sites, non-competing.

Why have I lost rankings for my top 10+ keywords
Hello, As of 04/24/11 I have lost rankings for my top 10+ keywords in an extremely competitive market. I was ranking on page 1 in Google for keywords like: iphone app reviews, ipad app reviews, iphone app videos, ipad app videos, and more. Since 04/24 I have fallen off the first 10 pages + in Google for all major keyword & keyword terms. I have identified that I have 1,359 articles from prmac, which contain links to customers who published press releases through prmac. We are in the process of removing these pages, but creating a list of urls to prove to Google the possibly offending blog posts are gone. Beyond that I am not sure what else to do, please help.
