Hacked site vs No site

So I have this website that got hacked with cloaking and Google has labeled it as such in the SERPs. With due reason of coarse. My question is I am going to relaunch an entirely new redesigned website in less than 30 days, do I pull the hacked site down until then or leave it up? Which option is better?

I cleaned up a clients site using a method similar to what Derk described. The developer basically kept all the site exactly the same, removed infected areas and then let Google know. The vulnerability was in an old plugin.
It took 24 hours and the 'this website may be hacked' was removed by Google. I dont think it is as dire as you think as long you have a competent developer.

According to Google you should put your site in quarantaine (status 503) and make it available again when it's cleaned (in your case - relaunched). Source: https://support.google.com/webmasters/answer/2600719?hl=en.
Personally, I would also consider the option to clean your current site: 3/4 weeks is a very long time and it could have a negative impact on your rankings.

On-site duplication working - not penalised - any ideas?
I've noticed a website that has been set up with many virtually identical pages. For example many of them have the same content (minimal text, three video clips) and only the town name varies. Surely this is something that Google would be against? However the site is consistently ranking near the top of Google page 1, e.g. http://www.maxcurd.co.uk/magician-guildford.html for "magician Guildford", http://www.maxcurd.co.uk/magician-ascot.html for "magician Ascot" and so on (even when searching without localisation or personalisation). For years I've heard SEO experts say that this sort of thing is frowned on and that they will get penalised, but it never seems to happen. I guess there must be some other reason that this site is ranked highly - any ideas? The content is massively duplicated and the blog hasn't been updated since 2012 but it is ranking above many established older sites that have lots of varied content, good quality backlinks and regular updates. Switching site content
I have been advised to take a particular path with my domain, to me it seems "black hat" but ill ask the experts: Is it acceptable when one owns an exact match location domain eg london.com, to run as a tourist information site, gathering links from wikipedia,bbc,local paper/radio/sports websites etc, then after 6 - 12 months, switch the content to a business site? What could the penalties be? Please advise...

How should I look to gain traffic for a blog hosted on our own site?
Ok I know what you're going to say.. social media etc right? The problem is we do that already but we're stuck in an industry that just isn't very sexy! People reading twitter/facebook don't want to read about toilets in their spare time, or keep it as a hobby. If you search bathroom blog (uk google), you will see we are about 5th, it gets us no traffic, as I imagine it's not a popular term so I can see you starting to ask why we write a blog in the first place. We write the blog because at the moment the whole industry is dominated by pile it high sell it cheap online stores and all their blogs are written for google only so finding decent or unbiased advice is rare. Seriously, these guys are creating fake blogs and paying for links inside other blogs all over the place in order to boost their rankings so we figure if you really want some good advice people can't find it. If they find our blog they will get some good advice and good content.. and then the hope is that they give us a call and we can see if we can help them. The problem is these guys are hogging all the keywords.. and it seems the bathroom industry has very few keywords that people search! Now I know we are in it for the long haul.. so taking time doesn't bother me, but I was wondering if there were any tried and tested places to post a blog that could get us at least seen so that people could see how different our content is? Or if all else fails, can anyone suggest the right keywords to aim at besides the "bathroom suites" etc that these huge online stores dominate?

Methods for getting links to my site indexed?
What are the best practices for getting links to my site indexed in search engines. We have been creating content and acquiring backlinks for the last few months. They are not being found in the back link checkers or in the Open Site Explorer. What are the tricks of the trade for imporiving the time and indexing of these links? I have read about some RSS methods using wordpress sites but that seems a little shady and i am sure google is looking for that now. Look forward to your advice.

Is someone trying to sabotage my site?
I think I may have a problem with someone trying to get me in trouble for paid links. If you look at the following websites, scroll to the bottom and look at the featured links area. There is a link to my website with my keyword on all of them. mercurynews.com contracostatimes.com twincities.com insidebayarea.com marinij.com Now I see a lot of the same links here which leads me to believe these sites are all owned by the same group. Also, 4 of the 5 are Bay Area news sites. The question I have is, are these links hurting me? I did not buy these and did nothing to put them there. I asked the previous owner of the domain who I am in touch with. He is the only other person to own it and he never purchased those links. My guess is a competitor is targeting me perhaps? Just wondering on everyone's take on this. I really can't afford to be getting hit by these potentially penalizing links right now, not when the busy season is starting up. Should I try to get them removed? Does anyone have experience with this or know how it might have happened?
