How to make a wrong link profile right

Hello Moz, I want to do SEO a website that is 2 years old and in a different language from English. That website has a very wrong link profile. It has totally about 1500 inbound links and 90% of these inbound links are to home page. Also somewhat of these inbound links are from low quality web sites that have less than 80 inbound links.
I think that I can follow 2 strategies to solve this link building problem. First strategy is only link building to internal pages till inbound links to internal pages reach about 80% of total inbound links. Second strategy is disavowing low quality inbound links to homepage and link building to internal pages till again same condition occurs.
I think if I only implement link building, I have to produce a large number of content. But if I disavow many inbound links, will I encounter a sharply lose in rankings? If you have a different idea to solve this problem, I will be glad to hear.
Also I wonder that if I follow these strategies, how fast I have to implement these?

Are the links bad? If not, don't worry so much about where the links are pointing. The link distribution models to even out linking page, anchor text, etc. aren't necessary unless the links come from spam sites.
Building (legit) links to deeper pages is generally a good strategy since the terms are more specific and often less competitive. If you think you're under penalty, though, let me know and my advice would be very different.

Linking between properties
I own 3 domains. One is my blog, one is my photography business site, and one is my graphic/web design site. They are all hosted on the same VPS account. I link between each site. Also, since the links are either in the nav, footer or sidebar, all pages from one page link to the homepage of each other. Is this an issue for SEO? Should I not be doing this? Would it be beneficial to use a no follow link instead if I'm to keep them?

Why am I getting links in my link report from sites that no longer exist?
So, I have a link report from Link Detox. And I'm going through all of them and considering what sites need to be removed. and trying to find emails and contact webmasters. There is just one odd thing i'm starting to see more of. A lot of links are on websites or webpages that no longer exist. The link no longer exists. Some of the domains are even available for purchase. Why are these links showing on the backlink report and are they really harming my website? Also, do I need to add these links into the disavow document that I will submit to Google?

Back-link Quantity
Hi there, I am writing a post for a well respected blog in our industry. I'm debating on either to target 1 key-phrase in this post with an external back-link, or to go target 2-3 back-links in the post. Just a few questions on this: Would including 1 external back link be more beneficial than having 2 or 3 external back-links in the post? Kind Regards

Make a new page or more links to existing page for 2nd keyword?
We have a page optimized for 'blue widgets'. We rank in organic spot #3 or 4 for that (moves around from week to week). Fairly happy with that. We have another derivative term 'blue widgets small' (example, but it's same format: <original phrase="">+ <single word="">) where we currently rank #6 organic in Google when people search on the 3 word phrase.</single></original> We'd like to rank higher than #6 for the 3 word phrase. Should we: (1) Build a bunch of links with anchor text equal to the 3 word phrase and point to the existing page (which is optimized on-page for the first 2 of the 3 words) or (2) Make a new page optimized for the 3 word phrase and then start building links to it with anchor text equal to the 3 words (and non-cannibalizing variants of the 3 words)? The 2 word phrase is pretty competitive and it has taken us months to get that page to be #3 or 4 organic for that phrase. The 3 word phrase is much less competitive and we don't think it would take that long to make a dedicated page rank higher than #6 for the 3 words. Suggestions? Thanks.
