What to do about bad backlinks hurting authority?

My site has many backlinks from 208.109.47.246/* and go.diaodou.com/* which have low authority. The 208.109.47.246 I believe is my godaddy IP and I don't know why I have the diadou links. Is there anything I can do about these links other than building other more reputable links? Could switching hosts or going to a dedicated IP solve the 208.109.47.246 issue?

In this case, there is nothing that needs to be done.. you are good to go but in future if there are too many bad links and you suspect negative SEO in play, and you think its affecting you, you may want to create are report and send it to Google with detailed explanation.
Hopefully, in future Google allows an option in webmaster tools where you could just go and 'flag' or 'disallow' any backlink that you think is bought by competition to get you down.

I wouldn't worry too much about a couple of bad backlinks. Like you proposed yourself I would just go after many more quality backlinks which will make these couple of bad links just another part of your natural link profile.
Added to the above is the fact that I recall Matt Cutts saying that incoming links can never hurt your rankings (assuming they aren't part of some kind of bigger link scheme), unfortunately I can't seem to find the source for that quote anymore.

The links you are referring to are all 302 codes. They do not pass any PR or link juice. They are not hurting your site in any manner.

Backlinks on Moz not on Google Search Console
Moz is showing thousands of backlinks to my site that are not showing up on Google Search Console - which is good because those links were created by some spammer in Pakistan somewhere. I haven't yet submitted a disavow report to Google of well over 10K links because the list keeps growing every day with new backlinks that have been rerouted to a 404 page. I have asked Google to clarify and they put my question on their forum for an answer, which I'm still waiting for - so I thought I'd try my luck here. My question... They've included the url from their deleted profile on my site with 100s of other urls, including Moz.com and are posting them everywhere with their preferred anchor text. Moz ranking considers the thousands of spam backlinks I can't get rid of and Google ignores them or disavows them. So isn't the rankings, data, and graphs apples and bananas? Backlink Building - is it worth it?
I've got a UK-based site with about 10,000 backlinks, according to majestic, and just 4 according to Open Site Explorer? Confusing! Rivals tend to have more - 28,000 in the case of our nearest competitors. So I'm not sure the best way to go about building backlinks? Or if it's worth actively seeking to build them? The index page of the site has a Moz PA of 45 (DA = 35) and I'm looking for any ways to increase these - need to get the DA up to 73 to compete with largest rivals. One of our main rivals has about 60 .edu links - would be great to emulate that, but I'm also not sure how you go about this? i.e. when you spot a good backlink someone else has, how would you begin the process of also getting that link?

Good or Bad Backlinks
Hi All We are trying to go through all of our backlinks to see which links are good and which are bad. We are using two paid for tools to find our backlinks and sort them out, either good or bad. I have found that both tools have returned links as being good even though the links are not indexed by Google and have no page rank. Also we have found that both tools returns some links as good even though the links are pointing to a 404 page. Any advice on how to proceed would be appreciated.

Do backlinks which contain parameters pass value
For some of our partners, we use our own tracking string in the url i.e. www.mysite.com/landingpage.html?partner=123456 . This has caused backlinks to be created to our site containing the partner string. I was wondering if these links would pass value to www.mysite.com/landingpage.html and the tracking parameters would be ignored or would Google treat www.mysite.com/landingpage.html?partner=123456 as its own page. If it did treat it as a seperate page, could you reclaim some of it using the canoncial tag?

Adding a link section - good or bad?
Hi all, I am currently thinking about adding a link section to my site. In 2010 I released a new version of the site, where one of the main differences to the old site was that a link section was left out. Now i see in webmaster tools that a lot of old links are still indexed but has a 500 error. My question is: 1. Will my site in general benefit from having a link sections with relevant links for the users - in terms of SEO? 2.
