Which of these elements are good / bad link building practices?

Hi, I need some help.
I recently got some help with an seo project from a contractor.
He did 50 directory submissions and 50 article submissions.
I got good results, going up about 20 places (still a long way to the first page!) on google.co.uk on a tough key word
Since this project I learned article marketing is not cool. So I am wondering about what I should do next.
The contractor has proposed a new bigger project consisting of the elements listed below. I don’t know which of these elements are ok and which aren’t. If they are not ok are they: 1) a waste of time or 2) something I could get penalized for?

- 100 ARTICLE SUBMISSIONS [APPROVED ARTICLES] -> 1 article submitted to 100 article directories
- 50 PRESS RELEASE SUBMISSIONS [APPROVED & SCREENSHOTS]-> 1 PR writing & submissions to top 50 PR distribution sites each
- 150 PRIVATE BLOGS SUBMISSION [APPROVED ARTICLES] -> 1 article submitted to 150 private blogs submission
- 100 WEBSITE DIRECTORY SUBMISSION -> 1 url (home page) submitted to 100 top free web directories
- 50 SOCIAL BOOKMARKING [CONFIRMED LINKS] -> 1 url of site submitted to top 50 social bookmarking websites

- 20 NEWS WEBSITES -> Ping all links from reports to news websites

100 ARTICLE SUBMISSIONS [APPROVED ARTICLES] -> 1 article submitted to 100 article directories
What is the "quality" and "relevance" of the directory to your article's subject. Are the articles unique versions or the same article submitted to 100 directories?
If unique article versions added to topically relevant higher quality directories, with optimized back link, then good.

Eh, depends on price and quality of press release. Is it newsworthy? There are plenty of services in which you can do it yourself. I would say it primarily depends on whether your press release is news worthy or just an ad.

This is likely to be garbage. Same rules as article directories above.

Likely worthless. But depends on directories. Are they truly the "top"? Perhaps more impt. if they allow full business citations. Are they geographically relevant? Topically relevant?
- 50 SOCIAL BOOKMARKING [CONFIRMED LINKS] -> 1 url of site submitted to top 50 social bookmarking websites
Most likely garbage, imho.
- 40 PROFILE BACK-LINKS [CONFIRMED LINKS] -> 1-3 url's of site submitted and create 40 profile websites
What sites?
- 50 SEARCH ENGINES -> submission to all the major search engines
Garbage.
- 20 NEWS WEBSITES -> Ping all links from reports to news websites
Really depends. Likely garbage.

I would find someone else to work with as he clearly knows nothing about SEO if he is proposing tactics like that.
Google Panda is seeing off a lot of article and poor quality websites now. What you want is fresh, unique content for your website and announce it in the right way - but avoid what he is proposing at all costs.
To answer your question, it is both a waste of time and you could get a hit for doing it.

This i don't recomend: - 100 WEBSITE DIRECTORY SUBMISSION -> 1 url (home page) submitted to 100 top free web directories
For directory submission you can be penalized (if they are all in a short period of time approuved and maded automaticly)
All of them depends in witch period will be the submissions

Hello Moz folks, We just launched a new website: www.edmontonweb.ca It is now ranking on page 2 in our city. The website is built on Wordpress and we have made every effort to make it load faster. Potential spam issue - back links
Hi - we have a client whom we work with for SEO. During a review we noticed in Webmaster Tools, there was an IP address with over 30,000 links to our clients site. The IP address is 92.60.0.123. From looking up the IP address details, it looks like it is based in Europe - but we are unable to establish what it is, where the links are and who created it. We are concerned it could be a potential spammer trying to cause an issue with the SEO campaign. Is there any way of finding out any more details apart from the basic information about the location of the IP address? Also - if we submit a disavow via webmaster tools, we are unsure what issue it will have on the clients site if we do not know what it is and the type of links it is creating. Any ideas? Is Inter-linking websites together good or bad for SEO?
I know of a website that inter-links a handful of websites together (ex- coloring.ws interlinks to a handful of other sites, including dltk-kids.com, and others). Is this negative for SEO? I was thinking about creating a few related sites and inter-linking all of them together, since they will all be relevant to each other. Any thoughts would be great!

Vetting Link Opportunties that are Penguin Safe
I am looking to go after sites that are, and will never be, affected by Penguin/Panda updates. Is there a tool or a general rule of thumb on how to avoid such sites? Is there a method anyone is currently using to get good natural links post Penguin 2.0?

Many Regional Pages: Bad for SEO?
Hello Moz-folks We are relatively well listed for "Edmonton web design." - the city we work out of. As an effort to reach out new clients, we created about 15 new pages targeting other cites in Alberta, BC and Saskatchewan. Although we began to show up quite well in some of these regions, we have recently seen our rankings in Edmonton drop by a few spots. All pages going through 302 redirect - bad?
So, our web development company did something I don't agree with and I need a second opinion. Most of our pages are statically cached (the CMS creates .html files), which is required because of our traffic volume. To get geotargeting to work, they've set up every page to 302 redirect to a geodetection script, and back to the geotargeted version of the page. Eg: www.example.com/category 302 redirects to www.example.com/geodetect.hp?ip=ip_address. Then that page 302 redirects back to either www.example.com/category, or www.example.com/geo/category for the geo-targeted version. **So all of our pages - thousands - go through a double 302 redirect. It's fairly invisible to the user, and 302 is more appropriate than 301 in this case, but it really worries me. I've done lots of research and can't find anything specifically saying this is bad, but I can't imagine Google being happy with this. ** Thoughts? Is this bad for SEO? Is there a better way (keeping in mind all of our files are statically generated)? Is this perfectly fine?

Strange Pingback/Blog Comment Links
On one of my sites I've noticed some strange links from Google Webmaster Tools recent links feature. They are pingbacks/blog comments but they are using keyword anchor text and linking to my site. I know we are not doing this. Should I be concerned about this possibly being negative SEO? Here's a sample (be careful, shady site)
