Finding Directories – HIGH Quality – Directory Critic REALLY???

I am trying to concentrate on high quality directory link building as part of my search for quality one way followed links.
My usual criteria is:
- Domain rank of at 70+
- Page ranks of 20-30+ on the actual link pages.
- Human edited
I have been finding them using loads of different resources and have occasionally used Directory Critic. (Obviously I have used the SeoMoz directory list but as we are all aware this is past it’s prime..)
Any resources or techniques other people use?

i have a list of 50 "General" directories that i have been submitting with each client i handle, that i compiled it over the years.
but for relevant to niche / location directories yes i do search for them.

Thank you, I do sometimes but must admit to relying too heavily on raven toolbar and SEOMoz toolbar.
Do you mainly search for your directories too?

Check the google cached date of the homepage and listing page.
the more frequent caching the more valuable

Backlinks with high DA but PA1
Whenever we get new backlinks, its always on a PA 1 page, does this pass a lot of link juice as long as the DA is high? I know the PA can go up by promoting the page, but i rather promote my own website than one page linking to my site. Any thoughts on this?

What to look for in paid directories
I was looking through some of the directories in the seomoz directory list and a lot of them are paid directories. What should i be looking for to decide if these directories are worth paying for a link? obviously if the page my link is listed on is in fact indexed by google. What about the following questions: 1. what about page rank of the page that it's on? Does that matter? i've heard that one page rank 5 link carries the weight of hundreds of page rank zero links. Is this true? 2. What does it mean if the page rank is unranked? Is it worth paying for a link if the page is old and is unranked? 3. i read in an SEO forum that there are many other things i should look at in a directory besides page rank. Obviously traffic is one but what about other not so obvious things? 4. How many directory links at one time is too many? how many is too many over a long period of time? Beaten to death but still have to ask, low comp area spammy directory links
I have a client that wants to rank for low comp local keywords (i.e. service + suburban area). Would several well written blog posts on relevant blogs be more effective than 100's of low level spammy directory links? I just want to give him an initial base of a few links, aside from submitting to the local search engines such as those in whitespark citation finder..... please keep in mind this would be a low competition area where on-page would probably rank in the middle of the 2nd page.

Submitting to Directories
What do you look for when submitting to directories? I'm going through the Web Directories list that SEOMoz has put out and trying to decide which are the best. I'm just wondering if anybody has any suggestions as far as what to look for before submitting. I know PageRank is kind of an old metric but I do seem to see a correlation between PageRank and directory cost. If I submit to a directory category with a PR of 4 or 5 it seems like it will cost me anywhere between $50-$300.
