I have a great idea for a contest that will generate links...but how do I promote it when I have little traffic?

I'm working on a new real estate site and I've got some great ideas to generate links. One of these ideas is a pretty neat contest. (I'd tell you what it is, but really...this is one of those ideas where people will go, 'Man! I wish I thought of that', so I want to do it first before anyone else steals my idea.
)
The contest involves readers submitting photos and other readers voting on them. I anticipate it will generate some good press both locally and internationally if I can get enough submissions. But, the question is, how do I get contest submissions when I don't have good traffic yet?
Once I've got some good submissions, I'll contact some media, spread it amongst my personal fb friends, etc.
Any ideas are welcomed!

You might be trying to go too general with it... figure out who you're targeting first then tailor the content to them.

Some great answers here, I'd add that there are numerous websites around the web to advertise your competition, some offer paid advertising, others free. Most offer a follow link. There are quite a lot of low quality sites, which I'd avoid, check their mozTrust etc prior to submitting your competition.
I've found twitter a great medium for promoting competitions in the past. Choose a unique, related hashtags and tweet about it regularly.

Building on @EGOL suggestions agree it is important to get the tone set from the beginning. To this end there is nothing wrong with soliciting the help of your own network early on...you can cajol them into providing good entries to start with. Once you have some good content you can look at some tactical local PR, local newspapers and websites.
How you actually execute it is also going to be important, making it very easy to pass along. I'm personally bullish on FB powered commenting. Again getting your network to start interacting with the content this way will help socialize it on FB.
FB advertising may also be a good way to seed the comp.

Its not aonly a good way to get links, its a good reson to ask people to link to you. find relevant sites and ask if they will link to you.

Use Digg, StumbleUpon, etc... to promote the contest. As long as it's done well you'll get some traffic and submissions... there's bound to be some well targeted platforms for it too.

I would go straight to other webmasters - especially if they have a local blog that might cover your contest or sell you a banner ad.

I like the idea of prizes for the first ten entries that meet our specifications. That's good!
Regarding the advertising...are you thinking Adwords? Or approaching local webmasters to purchase ad space?

Give nice prizes for the first ten entries that meet your rigorous specifications.... The first entries will set the tone for those that follow. You want to start with some kickass stuff and not a bunch of slackers.
Advertise these as a "mystery contest" on local websites (use local websites because those people are already online and can click straight away to your site,)
Be friendly and encouraging but let them know that you expect good stuff.

E-commerce site structure & link juice: Bouncing off an idea
Hi guys, Question from a new-comer in SEO. Summary of the situation: potential customers are searching for a generic product category (buy mountainbike) more often than a brand in that category (Specialized MTB). And the latter is searched more often than a specific product ('some specific product from Specialized brand'). Both the brand pages and product pages are not ranking good Then would it be a good idea to have the category pages only link to the brand pages? They may show the products, but the links wouldn't pass link juice. I'm not even sure if that is technically possible, but I wanted to figure out the merit first. I'm hoping this would support the brand pages to rank better as they take in more volume. Please do feel free to teach me!

Consensus on Paying to Remove Links
Hi all, For discussion... I am painstakingly working my way through a link profile, highlighting 'unnatural links' and contacting webmasters to try and get the links removed - I haven't got as far as 'disavow' or a 'Reconsideration Request' I have found a large number (around 150) of links from http://www.bookmarks4you.com and when I have attempted to contact the site for link removals I have had a payment request in order to do so. Now the amount being requested is low and so it may be worthwhile, however, I wondered what the consensus was with regards to this sort of demand? I know I could simply add the links to my 'disavow list' but for the sake of a small payment, I could get rid of them much quicker! Also, the majority of sites that I am contacting only have a contact from as opposed to an email address that I can use directly - what I am doing is taking a screen print of each contact form in order to have proof that I am actually doing the 'hard graft' as opposed to simply adding sites to a disavow list - is this a worthwhile exercise? Do links to PDF's on my site pass "link juice"?
Hi, I have recently started a project on one of my sites, working with a branch of the U.S. government, where I will be hosting and publishing some of their PDF documents for free for people to use. The great SEO side of this is that they link to my site. The thing is, they are linking directly to the PDF files themselves, not the page with the link to the PDF files. So my question is, does that give me any SEO benefit? While the PDF is hosted on my site, there are no links in it that would allow a spider to start from the PDF and crawl the rest of my site. So do I get any benefit from these great links? If not, does anybody have any suggestions on how I could get credit for them. Keep in mind that editing the PDF's are not allowed by the government. Why the sudden link drop?
A the end of November I am showing that our total links were 118k. Current links are 22k. We changed sites early November so that was about three weeks before. What would cause the drop of about 100k links? Or where should I start investigating?

Relaunching old site - Will it regain former link equity?
We've got an older site with significant link equity. It 301 redirects to our current website, passing all traffic, link value, etc. The 301 redirects have been in place for several years. Since the original redirects were setup, the current website has acquired massive link equity above and beyond the redirects. I am considering removing all the 301 redirects and bringing the old site back to life (same URLs, content, design as before). I would also keep the current website live as is. The goal is to capture more SERP visibility by having 2 website "brands" in the same market. Will the old site regain it's former link equity or will we effectively be starting from scratch? In other words, does Google consider how long 301 redirects have been in place?

First link importance in the content
Hi, have you guys an opinion on this point, mentioned by Matt Cutts in 2010 : Matt made a point to mention that users are more likely to click on the first link in an article as opposed to a link at the bottom of the article. He said put your most important links at the top of the article. I believe it was Matt hinting to SEOs about this. http://searchengineland.com/key-takeaways-from-googles-matt-cutts-talk-at-pubcon-55457 I've asked this in private and Michael Cottam told me he read a study a year ago that indicated that the link juice passed to other pages diminished the further down the page you go. But he can't find it anymore ! Do you remember this study and have the link ? What is your opinion on Matt's point ?

Can I reduce number of on page links by just adding "no follow" tags to duplicate links
Our site works on templates and we essentially have a link pointing to the same place 3 times on most pages. The links are images not text. We are over 100 links on our on page attributes, and ranking fairly well for key SERPS our core pages are optimized for. I am thinking I should engage in some on-page link juice sculpting and add some "no follow" tags to 2 of the 3 repeated links. Although that being said the Moz's on page optimizer is not saying I have link cannibalization. Any thoughts guys? Hope this scenario makes sense.
