Hidden Text? Part of the game or a major faux pas?

Hey all...
I've been doing some competitive analysis lately on different niches in different cities, and upon looking at source code have noticed MANY sites(typically 2-3 of the top listed sites in each niche) who have hidden text, blocked by a box/logo, colored the same as the background, or both.
Is this a typical practice?
My understanding is Google seriously frowns on this, so is it worth reporting competitors who are doing such things?
I don't see any grey areas in this matter and think it's a serious violation, but here these sites are at the top.

Major No-No.
Most likely they will eventually be found out and knocked down. It is painful to wait for that day to occur, I know. Just write more and better content

With a few of the sites I am thinking of, they have done an excellent job with SEO and the site actually looks great.
They have done hidden text in ADDITION to all the best practices which seems to have put them over the top.
Two sites in particular, with hidden text, have not been punished in over two years. Go figure.

Oy.... this is not good at all. I understand why people do this, but I don't understand how they sleep at night knowing this just isn't ethical. Funny part is, if they got their content in place properly they wouldn't have to resort to these sorts of practices anyway.

Major faux pas, never part of the game.
It's definitely a serious violation and at some point there will be a penalty for it. It will arrive in a spam workers list of sites to go through some when, and they'll see it and slap it. There's just not enough spam workers for that to be fast, and maybe it hasn't been reported enough or even at all to get into their lists yet.
It's too much of an old trick to ever work, and keyword density, etc... doesn't do squat now anyway so there's no point.

Role of Home Page Text
My company operates a commercial real estate web site in New York City. We are competing against brands that can spend hundreds of thousands of dollars per year on marketing and SEO. I am an independent without employees. I am trying to replace generic home page text (my web site is ww.nyc-officespace-leader.com) with more engaging language that will differentiate the site. In terms of SEO best practices, what constraints exist on home page text? Must it discuss the brand in a general way? Must it specifically describe the interior pages of a site? For new home page text, I wanted to take a practical approach and provide visitors with a checklist that would be useful for their search. The check list would be in the form 500-800 words or very practical advice, specific items they should be aware of before commencing a real estate search. No other site is taking this approach and it could save tenants time and grief. I am attaching a very rough mock up of the new text (forgive the grammar, really needs to be edited!). Is there any thing wrong with this approach? I may have stumbled on a good idea, however maybe nobody has taken this route because it is inappropriate for a home page. CSS Hidden DIVs - not collapsable content. Amber light?
I'm in the planning stage of a new ecommerce page. To reduce duplication issues, my page will be static with 20% of the page compiled of dynamic fields. So when a user selects a size, or color, the dynamic fields are the only ones that change as the rest of the content is the same. I can keep a static URL and not worry about duplication issues. Focus can be on strengthening this single URL with rich schema, reviews, and backlinks. We're going to cache a default page so for crawlers, the dynamic field doesn't appear empty. My developer said they can cache the page with all the variants of the dynamic fields, and use hidden DIVs to hide them from the user. This way, the load speed can be high, and search engines might crawl those keywords too. I'm thinking about and going.."wait a minute, that's a good idea..but would a search engine think I am hidding content and give me a penalty?". The hidden content is relevant to the page and it only appears according to the drop down to make the user experience more "friendly". What do you think? Use hidden DIV or use javascript to not allow bots to crawl the hidden data at all?

Anchor Text to Content Ratio
My Home Page has about 500 words of content, but when I crawl the text it brings up about 1400 total words when counting all the anchor text links (I believe all are in the navigation or images). All of the link are internal and relevant (it's a huge site), but I am worried that they are diluting the copy. Is that likely the case? What's a good ratio? Thoughts?

Dynamically change anchor text and URLs remotely
Hey i'm looking to create a widget in javascript which i dynamically change the urls and anchor text which link the widget back to my site remotely (via php) once it spreads. I have heard peopled doing this before, but i can't seem to find a example. Does anyone know of any examples/widgets or anything which can do this?

How many time should a keyword be used in the body of text?
We employee an outside agency to write content for our website as we do not have the ability in house to write unique and good quality content. They have just sent an article which is around 300 words. I told them the keyword phrases to use. When I got the document there is only 1 instance of the keyword phrase(s) in it. Now there seems to be a conflict here amongst posts I have read and general SEO advise as to how many times it should be present (SEOmoz indicates 4 times for instance), our outside agency says it doesn't matter. Now if I have a page optimised for 2 keywords this starts making things tricky and probably looks keyword stuffed to the reader. Assuming the keywords are present once in meta tags, H1, meta descriptions and alt text, what do people think is best practice taking into account recent panda updates? Thoughts appreciated. Two links from one page with different Anchor text
Example Business Name - UberPuter UberPuter targets the keywords "Computer Repairs" right from their home page. UberPuter has the option to place links on 150 of their customers pages that are happy with the service. Would it be best to place two anchor text links one with the brand name and one with the keyword anchor text in "computer repairs" pointing both at the home page or should UberPuter only place one link back to the home page for the Keyword Anchor text? To the best of my knowledge G only counts the first link on a page as a "Vote" so my thought is to only include the single link with the keyword anchor text. Thanks,
