Twitter as a website's #2 ranked linked page?

A site I'm researching on open-site explorer has a #2 link with page authority of 52 and Domain authority of 97, and that link is the site's twitter page. No other sites I've researched have had their twitter page show up in it's link rankings like this, can someone explain?

I keep noticing this plus the Youtube channel pages but my mind tends to discount them. I do however feel the trend towards social media having an effect is turning the tide.

Indeed Mike, the question of just how much link juice no follow links pass is of interest to us all. Any plans to A/B test two sites rather than one?

Great answer Ryan! I would only add a small comment, that being that their is some evidence that no follow links can (and in the case of twitter and other social media) may pass Juice. We are running an experiment on a new site using 90% no follow to see the results.

A twitter page is like any other page. It can link to other pages and be linked to from other pages.
Since it's lunch time for me I will use the following example: http://twitter.com/#!/pizzahut
The Mozbar shows 189 linking domains to the page which gives it a PA of 73. It has over 60k followers and is a very legitimate page. If that page linked to another page, the link will appear in OSE.
With all the above understood, twitter's external links are nofollowed so the value of that link is minimal from a SEO ranking point of view.

Help! New site won't rank locally but should...
any help would be greatly appreciated... picked up a new client, a used car dealer in New Jersey. Have a VERY spammy site before, tons of keyword stuffing and lots of dupe content. also had a horrible design. (www.coopscars.com) We updated the design and the content, made it relevant and unique, fixed title tags, etc. Now he's not ranking for anything locally other than his business name. He's got a decent number of links, we've added relevant citations, his social signals are much stronger than they were... We do lots of SEO for car dealers, and we know that he should be ranking SOMEWHERE at this point - not saying he should be page 1, but he should at least be somewhere in the top 5... and yes, bing/yahoo are different, but he ranks over there... one page 1 for "used cars south river" - so why completely non-existant on Google? just as a test, he put up a free website at www.coopscars.net just last week - and it's already ranking for several local terms. I'm completely confused here - i'm not a noob, I know the tactics we've used on him work for other dealers. Thinking there's got to be something that's blocking him, especially since there aren't but maybe 15-20 car dealers to compete against locally and he still doesn't show up... thought i'd come over here and see if anyone has any ideas...

How can I boost page rank rather quickly
I have had a site for 10+ years and recently decided to really put a lot of effort into boosting its page rank. In the last 2 months, I have 1. participated in forums 2. gotten a number of reasonably high ranking websites in my industry to link to my page i.e. creating 100's of external, do-follow back-links 3. created some external websites which are subject matter specific to my industry that are pointing back to my website. At this point, these sites do not have much in the way of page authority So far, my sites Alexa ranking has increased considerably from a rank of ~20M to ~1.7M worldwide. How do I go about increasing my page rank / mozRank equally as quickly? Having done a campaign of the competition, I noticed that most of their links are internal i.e. 750k+ which is nothing more than noise because they are not offering anymore information/products that we're offering. Moreover, we have duplicated all of their external links and then some. Finally, they have created a number of 'feeder' sites that all point back to them each with a page rank of 4. This is were they are obtaining the bulk of their 20k+ external links. What do you suggest that I do that I have not done already?
