How do you determine a quality link?

I have a question about quality of links I'm seeing with my linkbuilding program. I just noticed that my 2nd ranked backlink contained the keyword as the username with a link back to my site. There was no relevant text in the comment itself with the keyword linking back to my site. My question is this good practice? I wanted to get your opinion of these kind of links for a linkbuilding program. Here's the backlink and our keyword is the username Cat Control: http://bytesizecss.com/blog/post/fix-haslayout-with-one-line-of-css. It looks like everyone posting on this page is just linking their username back to their site... I'm not an SEO expert by any means, but if everyone is doing this same type of link building on a directory type page such as this. Could these type of links eventually become a target like what happend with the farmer/panda update?

In my opinion, these sort of blog comment links are pretty low quality. A handful of these shouldn't hurt you but don't expect them to bring a lot of value. It is a pretty common practice, because it is such an easy link to acquire. Which is often one of the things to consider when evaluating the quality of a link; how difficult is it to acquire a similar link? Some easy links will be of decent quality, but not many. Other things to consider when evaluating the quality of a link are:
Page Authority.
Number of outbound links on the page. The more links leaving a page, the more diluted the link juice will be.
Relevancy. Would it ever make sense for a user to travel from that page to your page and be satisfied with the experience? Users don't have to use the links, but this is a good way to judge topical relevancy.
Anchor text. The more descriptive the anchor text, the better. Expect poor anchor text ("click here") on some links, but good anchor text is a definite bonus.

Hi, I have great content on my website which I would like to build external links to from other websites. I am told this will increase my domain authority and ultimately help search engine ranking positions. I have very limited time in my hands and now thinking of outsourcing the link building component to a specialist. Is this a good way of doing it? Could you recommend professional link builders?

I am just starting out on building dome links for my site and a lot of the sites i am requesting to link to are requesting i put a link on my home page is this normal as i can imagine it would look quite messy,or is there a way to put it on but hide it or should i create a links page i am using a wordpress website using elegant themes i am a total newbie so not sure what i should do any feed back would be appreciated . thanks alan

Is it worth it to link to sites that link to you in guest posts?
Suppose you published a guest post on a quality site and you link to a previous guest post you have written for another site (which links to you). In theory you could send link juice to the page that links to you for a second order effect. Has anyone seen results from this tactic?

If you are building links in forums how can you decide which forums to post to? Of course you can have a look at averall traffic in Alexa or mozrank but is there anything else you can look at?

How to improve (ASAP) the linking root domain, the followed linking root domains and the linking C-Blocks? Linkbuilding (or whatever) techniques.
I have a small site (.com) like any website in my sector. 30-90 pages. I have no crawls errors. Everythings is fine, just I need to improve my linking root domain, the followed linking root domain and the linking C-Blocks. Example: my competitors have 300 (one of them have 1300) of total links. I have 30. Anyone know some good strategies? techniques? tips? I just dont want to be in a farm directory, I want free links. I'm already running two strategies but it works so slowly. I want something faster at this moment. Also, any recommendation will be thankful.
