Meta Description Tags and Rankings

Hi there,
I have a lot of pages set up on my site but most have no content. If I add the correct meta description tags to those pages, will that help rank for the root domain? I am slowly getting the content added for each page but wanted to see if I could boost rankings in the meantime.

Example: most of pages under "Services" are blank.

It's a fine topic for discussion. The counter argument is there are reasons CTR should not be part of the algorithm such as users manipulation.
Either way PPC is very different from organic search results. Bounce rates and returning to Google for new searches are also different topics.
Even if CTR was a factor, meta descriptions are only one component. There are page titles, urls, breadcrumbs and other factors which can affect CTR. Even if meta descriptions were a factor, Google often will replace your meta description with another one of their choosing.

I would think they do use ctr in their Algo. It would make sense and is an important factor in ppc. If someone searches for something and everyone is clicking the third listing and assuming bounce and re search rate isn't high that would make sense don't you think?

Meta descriptions have no effect on your ranking. ZERO.
They are visible in search engine results and can impact your click-through-rate. If Google considers CTR in their algorithm (a debatable topic) then you could have a very minor, indirect effect that way, but it is quite a stretch.

Which meta descriptions should I fix first?
Our biggest issue with SEO right now is the lack of meta descriptions. There are a ton of pages that require meta descriptions that we don't know which ones to prioritize first, namely: corporate website pages landing pages for specific content offers that are gated behind a form blog posts Since we can't tackle everything at once, what's best practice around which pages to fix first? H1 tag in the footer?
Quick question: I have been scouring SEOMoz.org along with webmaster forums looking for an answer, but we have a person who insists that the H1 tag be located in the Footer. I feel that is is fundamentally wrong because it is not the intent of the H1 tag, and I do not believe it is a best practice. That being said would we see what little value the H1 tag has disappear if we put it in the footer, would we be penalized, or am I being too vanilla by wanting to keep it in the Title position?

What is important for page rank?
I have heard quality is the most important factor for page rank but after the 7 Nov 11 PR update I am no longer a believer. The PR on my home page dropped from 4 to 3 and the rest of my inside pages remained the same even though I have added a significant amount of content since the previous update and kept it fresh. Any thoughts on this most recent PR update?

2 canonical tags on the same page
When using the 'on-page optimizer' tool, I continue to get the same recommendation on every page to only use 1 canonical tag on the page. I'm not sure why there are 2 tags on each page in the first place so I don't know how to remove the one that's not needed. Our site is on a WP blog and a sample page to view the source code would be: http://www.shilohstreet.com/blog/is-flipping-houses-smart-real-estate-investing.html Does anyone know why this is happening, how to fix it and/or if I should even be concerned with it? A website has several wigets to show Each wiget with its own page The wigets mostly just vary in size How would you suggest titles be done? Example: Wiget 1ft Wiget 2ft Wiget 3 ft an so on........ Would this trigger a duplicate content issue given “Wiget” leads in the page title?
