Using "#" anchors to display different content

If I have a page that has an area on the page that acts like a widget and has three different tabs. These tabs provide 3 different types of information relevant to the page subject matter. By default when someone goes to the page one of the tabs is showing but you have to click on the others to see the info on them.
Is it OK to use domain.com/topic#TAB1, domain.com/topic#TAB2, domain.com/topic#TAB3 to create shortcut links so that people can land on the page and have that predetermined tab showing.
I'm wondering what search engines might think. Essentially all the content of all three tabs is there for people to see but they'd have to click to see the other tabs. I don't consider the content to be hidden. But I'd like to hear people's thoughts.

Multiple Sites for an Attorney Practicing Different Areas of Law
Hello, I'm trying to make sure I give a potential client the correct advice. This person is an attorney whose current site ranks well. The site deals solely with his traffic ticket defense practice. He's considering building a new site to highlight his personal injury practice but is unsure whether to build an altogether new site or redesign his current site in such a way that it includes his personal injury practice along side his traffic ticket defense practice. Obviously he doesn't want to lose his current rankings, but my concern is that he'll actually dilute his rankings somewhat with the multiple sites. Both practices have pretty different sets of keywords they would need to rank for, with pretty different difficulty levels. Any advice? Thanks.

Homepage Not Displaying Changes
I changed our homepage banner image, and the change shows up if I'm logged into site (it's a WP site). However, when I log out of WP and go to the site, the change doesn't display. I've cleared the cache's, tried different browsers and on different devices, but it only shows the updated version when I'm logged in. Why would that be? And, how can I "force" it to update? How serious is duplicate page content?
We just launched our site on a new platform - Magento Enterprise. We have a wholesale catalog and and retail catalog. We have up to 3 domains pointing to each product. Does using Wordpress Multisite have any negative SEO impact?
I manage multiple websites in Wordpress and the idea of managing them all under one Wordpress install is very attractive. Are there any dangers SEO-wise to doing so? I know that all of the sites would live under the same IP address, but that's not something I'm really concerned with anyway because I don't do a lot of inter-linking between the sites.
