Removal of dodgy links

Examining the backlink profile of a new client I can see a large number of links developed by an offshore agency they used for link-building. The client is a reputable, professional company but some of the links are on very low-quality sites in-between viagra, online pharmacies, cosmetic surgery etc. It is unclear whether some of the links are paid or not.
There is no indication that they have been penalised for these links but they are obviously unhelpful. Can I use GWT to request Google ignore them or should I just leave them and move on with more appropriate link building techniques?

As long as none of the links are paid or otherwise violate Google's terms, you can disregard the dodgy links. The more quality links you build, the more diluted the "bad" links will become and your link profile will appear cleaner.

Logistics of getting links removed
I recently got an unnatural links penalty notice from Google. Well, at least it's the type where they say they're only penalizing the links, and not the site. I've noticed lots of links from low-quality sites in my Webmaster Tools, and have been wondering why my site hasn't been ranking better since it abruptly dropped off around October 22, 2012 (I know, that's a very long time ago – I've been neglecting the site for other parts of my business). I'm hoping that if I make an earnest attempt to get these links removed, disavow the others, and submit a reconsideration request, my rankings may improve. So my question is this: How, logistically, do you go about getting all of these links removed? I mean, technically I get it: go through all of the links, try to contact all of those webmasters, keep records of all correspondence, and share that with Google. But how? Are there special tools and services for this? Are there contractors you recommend? I have other things I'd rather worry about in my business than undoing these unauthorized links.

Dodgy backlinks
I've got a new client who made the mistake of spending $5 on a sack load of dodgy links some time ago. I'm redoing his site, not set up analtics or WMT or anything yet, just starting on it but I had a look at his backlink profile and it's pretty shocking. Riddled with porn and money scams etc, but I'm concerned by the nature of one of the links....to the url is disturbing and I'm tempted to report them to the police. :(. If I use the disavow tool will it remove the links from my backlink profile altogether or just block the dodgy site? I want to disaccociate the site altogether.

Buy links
I know that many of you are against the whole thing with buying links. Your feelings put aside. Will it be better for my site to buy links or even do link exchange? Haven´t the crawlers been thought by now how to find these untrue links? I have read somewhere that the stop after 100 links, aren´t they smarter than that?

The best is to do both. However with those with limited resources, would building more links with branded and naked URL anchor links be a better solution than painstakingly asking every webmaster to remove links.

Which is better - A) links from multiple IP addresses, or B) Links with more associated social signals?

Why are none of my incoming links showing up in SEOmoz or Google? How do I get good legit incoming links?
There are hundreds of sites that are linking to my website, but nobody is showing it. Google wont display any when using link:eugenecomputergeeks.com, and in webmaster tools it only shows 46 incoming links. SEOmoz shows only 3 links. This just isn't so. Why is this? I DESPERATELY need valid incoming links from well ranked websites , and having lots of trouble getting them. Nobody in town with a well ranked site seems to want to do a link exchange, and I've already made the mistake of buying my way into directories, which didn't do anything good for my rankings. Thanks!
