Why DBDResults.com is #1 on Google for "Internet Marketing Agency"?

They have a new site, no links, no content, their page isn't optimized for this keyword (it's not even one on the page or their page title)... They only have 5 incoming links with the keyword in it, but its competitors have way more. Can someone solve this mystery?

In the internet archive, their old title was "DBD Results | Internet Marketing Agency". They're showing up at number 40 in Google right now for "Internet Marketing Agency".
I just got spammed by them for a non-SEO site I own with a pitch for $500 a month for paid links. SEOmoz came up when I was looking to see what others had to say about them (after I left a reply telling them what I thought of their spam and choice of keywords for my site).

At the risk of stating the obvious, make sure you are logged out of google. They don't come up one for me.

Ranking for a brand term with "&" (and) in the name?
Hello Moz community. We have a company that rebranded their name to "Bar & Cocoa" with the URL https://barandcocoa.com/. It's been about 3 months, and the website has yet to show up organically anywhere within the first 50 results foer their brand terms. It seems that Google pretty much ignores the "&" or "and" word when typing in bar & cocoa, or bar and cocoa in search. You'd think with that with the exact domain name, it would at least move the needle a bit, but it has not helped. Even being in Denver, I'm getting results for a "Bar Cocoa" business located in Charlotte, NC, and the secondary pages that belong to that business, and then a bunch of other companies, products and irrelevant search results (like a parked domain)! Any suggestions or ideas, please help!

"near me" campaign
I'm looking at running a campaign to get a site ranking for terms that include "near me" so for instance, "personal trainers near me", "yoga lessons near me" I'm wondering if this should be a local campaign because of the the "near me" in the term and Google basing results on IP addresses of the searcher (if that's possible possible instead of town names) or will it come down to words on the page including "near me" Any help or examples would be hugely appreciated, thanks community!

I am currently doing a link audit on one of my sites and I am coming across some links that appear to be spam. Is there a tool that I can plug their URL into to see if they have been deemed spam by GOOGLE?

Use "If-Modified-Since HTTP header"
I´m working on a online brazilian marketplace ( looks like etsy in US) and we have a huge amount of pages... I´ve been studing a lot about that and I was wondering to use If-Modified-Since so Googlebot could check if the pages have been updated, and if it is not, there is no reason to get a new copy of them since it already has a current copy in the index. It uses a 304 status code, "and If a search engine crawler sees a web page status code of 304 it knows that web page has not been updated and does not need to be accessed again." Someone quoted before me**Since Google spiders billions of pages, there is no real need to use their resources or mine to look at a webpage that has not changed. For very large websites, the crawling process of search engine spiders can consume lots of bandwidth and result in extra cost and Googlebot could spend more time in pages actually changed or new stuff!**However, I´ve checked Amazon, Rakuten, Etsy and few others competitors and no one use it! I´d love to know what you folks think about it 🙂

What does "base" link mean here?
On http://www.google.com/support/webmasters/bin/answer.py?answer=139394, it says: rel="canonical" can be used with relative or absolute links, but we recommend using absolute links to minimize potential confusion or difficulties. If your document specifies a base link, any relative links will be relative to that base link. Where would a document specify a base link? And how?
