Is it advisable to have unique pages for different cities/states though there wouldnt be any actual differentiation in the content. For example should we have separate pages for "hammers in california" & "hammers in new york". The product is same and content more or less the same. The search volume for individual queries is low but collectively makes a large number. The unique title tag automatically will generate traffic. So does it make sense to make 50 such pages. Else is there any way to uniquely target 50 such queries/month/city

As of some of the previous answer were suggesting that it depends on many other things too, for example:
- Are you selling those 'hammers' online or do you have shops in each city?
If Online only, then having a page for hammer/s and add tags for the city's. The question to ask then: what is the user experience and what content do I have for the city tags page?
Have a look at the below document from SEOmoz, if you haven't read it yet.
If there are shops in each City, then you will have the information for those shops in the tag page for the City... Address, phone opening hours etc....

A good approach in cases like these is to link the content via Tags to your City's.
So you will be able to link content to locations!

The Penguin update as described by Google is to hit 'over optimized' sites. Creating duplicate pages with minimal word changes for the purpose of SEO is exactly the kind of thing that Penguin is for - so no, its not an easy opportunity, its not an opportunity at all.

Thanks Andy. I tend to agree with you and hence the concern. But isnt it an easy opportunity which we are just letting go?
Having built some domain authority should we let go of such easy opportunities? Is there some organic way to target these?

No is the short answer. Having almost identical pages with only minimal differences (for the purposes of SEO) is exactly the kind of spammy thing the recent Penguin & Panda updates are clamping down on. If you dont have stores in california, new york etc Google doesnt want to rank you for those terms.
PPC would be a better solution for those kinds of terms if they can get past the minimum search threshold.
Optimising product pages for types of hammers e.g. claw hammers is the way to go.

Possible to recover from Thin/Duplicate content penalties?
Hi all, first post here so sorry if in wrong section. After a little advice, if I may, from more experienced SEOers than myself with regards to writing off domains or keeping them. To cut a long story short I do a lot of affiliate marketing, back in the day (until the past 6 months or so) you could just take a merchant's datafeed and with some SEO outrank them for individual products. However, since the Google Panda update this hasn't worked as well and now it's much hard to do - which is better for the end user. The issue I have is that I got lazy and tried to see if I could still get some datafeeds to rank with only duplicate content. The sites ranked very well at first but after a couple of weeks died massively. They went from 0 to 300 hits a day in a matter of 24 hours and back to 2 hits a day. The sites now not rank for anything which is obviously because they are duplicate content. The question I have is are these domains dead, can they be saved? Not talking about duplicate content but as a domain itself. I used about 10 domains to test things, they ranged from DA 35 to DA 45 - one of the tests being can a domain with reasonable DA rank for duplicate content. Seeing as the test didn't work I want to use the domains for proper sites with proper unique content, however so far although the new unique content is getting indexed it is suffering from the same ranking penalties the duplicate (and now deleted content) pages had. Is it worth trying to use these domains, will Google finally remove the penalty when they notice that the bad content is no longer on the site or are the domains very much dead? Many thanks

Is putting introduction to new stories on the front page a good idea
Hi, i am trying to find out if i should be putting all the introduction to new stories on the front page of my magazine www.in2town.co.uk. I am not sure if to just put certain stories on the home page or if it would be better for seo reasons to put everything on the front page for the search engines to pick it up quickly. so for example, all health stories, all news stories and all lifestyle stories that have their own section, should i make sure that they all appear on the home page as an introduction. Two years ago, some articles and blogs were written and submitted to certain tech and news sites relevant to our field. Will it be fine to submit those to other sites now.
