Should I delete a page or remove links on a penalized page?

Hello All,
If I have a internal page that has low quality links point to it or a penality. Can I just remove the page, and start over versus trying to remove the links? Over time wouldn't this page disapear along with the penalty on that page?
Kinda like pruning a tree? Cutting off the junk limbs so other could grow stronger, or to start new fresh ones.
Example:
Penalized Internal Page:
(Say this page is penalized due to keyword stuffing, and has low quality links pointing to it like blog comments, or profiles)
www.domain.com/penalized-internal-page.com
Would it be effective to just delete this page (www.domain.com/penalized-internal-page.com) and start over with a new page.
New Internal Page:
www.domain.com/new-internal-page.com
I would of course lose any good links point to that page, but it might be easier then trying to remove old back links.
Thoughts?

Start with the page itself - is it adding value to your website? If not then even before you think about links you should consider re-writing or removing it.
If it's a quality page with useful or interesting information on it then so long as the page isn't spammy then you should be okay to keep it.
In a recent WBF, Rand suggested that ways to deal with negative SEO (whether caused by yourself or someone else) include:
1. Trying to remove the 'bad links', assuming you've worked out which ones are bad
2. Building more good links to outweigh the bad ones.Like you said, if you have good links, you may not want to lose them. If you're talking about a page that has been penalised (potentially during Penguin) then fix any issues with the site's content itself and then file a reconsideration request.
And then get on with some great link building and promoting of your page.

Using the Google Remove URL Tool to remove https pages
I have found a way to get a list of 'some' of my 180,000+ garbage URLs now, and I'm going through the tedious task of using the URL removal tool to put them in one at a time. Between that and my robots.txt file and the URL Parameters, I'm hoping to see some change each week. I have noticed when I put URL's starting with https:// in to the removal tool, it adds the http:// main URL at the front. For example, I add to the removal tool:- https://www.mydomain.com/blah.html?search_garbage_url_addition On the confirmation page, the URL actually shows as:- http://www.mydomain.com/https://www.mydomain.com/blah.html?search_garbage_url_addition I don't want to accidentally remove my main URL or cause problems. Is this the right way this should look? Is the Authority of Individual Pages Diluted When You Add New Pages?
I was wondering if the authority of individual pages is diluted when you add new pages (in Google's view). Suppose your site had 100 pages and you added 100 new pages (without getting any new links). Would the average authority of the original pages significantly decrease and result in a drop in search traffic to the original pages? Do you worry that adding more pages will hurt pages that were previously published?

Is it better to have URLs of internal pages that are geo-targeted or point geo-targeted links to the homepage?
For example... Having links that are geo-targeted and pointing to this URL www.test.com/state-service/ or Not having any geo-targeted internal pages and just having links that are geo-targeted and pointing to this URL www.test.com Eventually the site will be a national campaign, so I am concerned about having so many geo-targeted internal pages. We registered with Yahoo Directory. Why won't this show up as a a linking root domain in our link analysis??
Recently checked our link analysis report for 2 of our campaigns who are registered in the dir.yahoo.com (yahoo directory). For some reason, we don't see this being a domain that shows up as linking to our website - why is this?

Duplicate Page Content Lists the same page twice?
When checking my crawl diagnostics this morning I see that I have the error Duplicate page content. It lists the exact same url twice though and I don't understand how to fix this. It's also listed under duplicate page title. Why would a link shown on OSE appear differently than the page containing the link?
I recently traded links with a site that I will call www.example.com When I used open site explorer to check the link it came back with a different page authority as www.example.com/index.htm yet the link does appear on the www.example.com page. Why would this be?
