Deciding on anchor text for content-based backlinks

So you have a decent blog on the other side of the world ready and willing to work with you. Their content relates to your industry, and you're going to be allocated a lovely page of content, once a week, with a link or two back to your site.
Do you think anchor text is still as important in May 2012 as everyone said it was three years ago?
How do you determine what anchor text to have based on your answer to the question above?

Absolutely anchor text is still important. Google will even use anchor text to tell if a page is relevant even if can't crawl the page due to being nofollow or noindex.
In a blog you would want to consider organically using anchor text. Your links should be part of a sentence few words or so and vary but be related.
A couple examples:
Recently while remolding my 1955 Desoto I had to find a power steering kit to work with my FIREDOME 4.8L 291 engine, I found it local shop Ronnie's Deals for Wheels.
The second thing to note is you should probably limit the amount of links per article to 2-4 as to make sure the link juice and context is maximized.

Duplicate Content Question
Hi Mozers! I have a client who, before coming to me, created a good site with about 100 pages of useful unique content however used services that landed them with a link profile that included 100's of backlinks with the same anchor text (for each pages' few targeted keywords). There are so many backlinks that trying to escape the filters naturally would be nearly impossible...and not really worth the effort if it were possible. While the approach was bad, due to G's new anchor text filters, my question is really about the content on the site itself. There is nothing wrong with it. It is unique, kw targeted without being spammy and helpful to the reader. There are two approaches I'm thinking here: 1. Scrap the whole site (as it wasn't all that architecturally sound anyhow) and try to keep the content for another new site...done the right way from the start. 2. Delete the site's pages where the bad anchor text profiles are pointing and create a new page/URL, using the same content...to get out of the filter frenzy. It is a bit of a weird situation I know, but would Google see that as duplicate content, even if I went into Webmaster tools and tried to remove the pages from the index first? Is this a reasonable solution or is the content a lost cause? Even if I do delete all those pages that have the poor link profiles, would all of those spammy backlinks pointing to a non-existent page on my clients' site effect the site overall? Any insights would be greatly appreciated! Thanks in advance-

Anchor Text vs Rankings!
Let's say I have a page about houses for sale (which has the biggest number of search queries/month). I want to rank with that page for another variations like house for sale, and house sale. Now, if i build links only with anchor text **houses for sale **(presuming that Google is OK with that) and i will take top 3 for that KW, i will rank very high too for the other two combinations of words? Or Google treats different plural vs singular and the stop word for. This is an example based on site for one client of mine. His site is about Hotels in Mamaia (hoteluri in mamaia in romanian) and i build links with anchor text hoteluri in mamaia. For this KW i took pos 4 but for hoteluri mamaia i am on page 9 from Google.ro. These two combinations of words are 90% the same in my language. For you to know hoteluri mamaia has bigger numeber of search queries/month (6 600 vs 260).

Should I Update content if Doing well in google
I have a page that is doing ok in google, it is for a service but i am not to sure if i should re write it and update it. The content page is in position two on page two in google, so should i re write the page to try and increase page rank for the service or should i leave it alone any advice would be great

Press Release Sites for Backlinks
OK, I read a previous thread about whether people found press release sites useful (specifically I am considering a reputable pay for release service). I understand the knock on press releases in this digital age (namely that no one reads them and arguably never did . . . ), but I was interested in moving the discussion in a different direction . . . Do press releases services really help a sites performance based on increased backlinking? Is there a SEO benefit to PR services? My company is a local print company. I've done quite a bit of research on my local competitors, and specifically for a couple products we would like to dominate. The good news is that it looks like the hurdle would not be terribly high to really take over the web presence with a well planned and executed website/SEO campaign. My inclination is that for a relatively small company like mine (dealing with relatively small competitors) it WOULD benefit me to pay for the sheer number of backlinks a PR program would generate. The monthly cost is frankly about the same as the cost of this site, which OF COURSE I get value from (hey moderator, how about a couple extra MOZ points for that one!) Specifically, I am looking at this for myself, but feel free to expand the question to the broader topic.
