Did Google just give away how Penguin works?

At SMX during the You&A with Matt Cutts, Danny asked why the algo update was called Penguin. Matt said:
"We thought the codename actually might give too much info about how it works so the lead engineer got to choose."
Last night Google released their 39 updates for the month of May. Among them was this:
"Improvements to Penguin. [launch codename "twref2", project codename "Page Quality"] This month we rolled out a couple minor tweaks to improve signals and refresh the data used by the penguin algorithm."
Whoa, codename twref2 for Penguin improvement? Is this giving us an insight about how it works? I would guess the ref2 means second refresh perhaps. But tw I am not sure about.
What do you think? Is there a hidden insight here?

Matt's statement also implies the changed the codename and/or didn't release the internal codename, so it's really tough to say. Even publicly, they called it the "Webspam update" prior to "Penguin".

I suspect that's just Penguin 1.1 - you could look to the previous month's highlights for Penguin 1.0 - two stand out, IMO:
Keyword stuffing classifier improvement. [project codename "Spam"] We have classifiers designed to detect when a website is keyword stuffing. This change made the keyword stuffing classifier better.
Improvements to how search terms are scored in ranking. [launch codename "Bi02sw41"] One of the most fundamental signals used in search is whether and how your search terms appear on the pages you’re searching. This change improves the way those terms are scored.
The first one is obviously related to Penguin, hard to say on the second. Codename "Spam" isn't exactly telling us much we don't already know

Using my Matt Cutts decoder ring (mailed in 20 box tops off Google O's cereal to get it) it says the codename stands for "Test Webmasters: Resistance Engagement Fun".
This is version 2.0.
See? We've just solved Penguin!

I'm guessing the T in tw could be term, text, title, time or trust. Those are common t words in SEO.
The W could be whois, whitehat, wordpress, wall, web, widget.
Just trying to get some ideas out there.

Does Google ignores page title suffix?
Hi all, It's a common practice giving the "brand name" or "brand name & primary keyword" as suffix on EVERY page title. Well then it's just we are giving "primary keyword" across all pages and we expect "homepage" to rank better for that "primary keyword". Still Google ranks the pages accordingly? How Google handles it? The default suffix with primary keyword across all pages will be ignored or devalued by Google for ranking certain pages? Or by the ranking of website improves for "primary keyword" just because it has been added to all page titles?

Google Penguin update
When Google Penguin update will run again. The last time was in October 2013 and I'm still really curious now. Or have they stopped this and this is now continuously just like the panda?

Wrong Google pin locations
Did something happen recently that would affect pin locations on Google Maps? I've been updating Google Places pages, but not touching the address or pins - but I received a phone call from one of my locations that their pin location changed in the past month and now it is wrong. Meanwhile, another department recently had MomentFeed update the pins for accuracy. Thoughts?

Page details in Google Search
I noticed this morning a drop in the SERPs for a couple of my main keywords. And even though this is a little annoying the more pressing matter is that Google is not displaying the meta title I have specified for the majority of my sites pages, despite one being specified and knowing my site has them in place. Could this sudden change to not using my specified title be the cause of the drop, and why would they be being displayed by Google in the first place, when they are there to be used. The title currently being displayed inthe SERPs is not anything that has been specified in the past or from the previous latest crawl etc. Any insight would be appreciated. Tim

Google Algo Update In Que. What consititues over optimization?
http://www.pcmag.com/article2/0,2817,2401732,00.asp According to this, Google is bringing the hammer down soon on another 10-20% of the search results. While we don't advocate keyword stuffing, exchanging links, or anything too risky I am still concerned. Do we know if the example "perfectly optimized page"; http://www.seomoz.org/blog/perfecting-keyword-targeting-on-page-optimization is now going to be penalty bait? Is this over stuffing? Also, how might this effect ecommerce sites in particular?

What are the differences between Google SEO and Bing SEO?
I came across this question on why the poster's rankings in Bing/Yahoo were so much lower than his rankings in Google. One of the links responded with was a presentation Rand gave about the difference in ranking elements of Google and Bing. My purpose for looking into this is to boost rankings in Bing to be more in line with my Google rankings. My takeaways from Rand's presentation were that Bing likes shorter URLs than Google and it's better to have more links from more root domains with more precise anchor text. Unfortunately this presentation was given at last year's SMX Advanced and is almost a year old. Since then Microsoft has been accused of basically scraping the Google SERPs and Google unleashed at least two maybe three rabid Pandas. Needless to say the environment has changed. So my question is for those people who are happy with how they rank in Bing: What SEO factors are you seeing make a bigger impact in Bing vs. how they impact your Google rankings?
