How do I find out if a competitor is using black hat methods and what can I do about it?

A competitor of mine has appeared out of nowhere with various different websites targetting slightly different keywords but all are in the same industry.
They don't have as many links as me, the site structure and code is truly awful (multiple H1's on same page, tables for non-tabular data etc...) yet they outperform mine and many of my other competitors.
It's a long story but I know someone who knows the people who run these sites and from what I can gather they are using black hat techniques. But that is all I know and I would like to find out more so I can report them.

Kevin, can you give us any type of update as to how this turned out? Did the rankings drop back after a bit, or are they still there? Did you figure out if they were using any shady tactics?

There are a lot of analysis you need to do to find out whether a person is doing BH on their site (just like NY Times hiring a SEO company to research on JC Penny) as there are a lot of plays you can play around with to try and trick Google.
Just some examples:
Onsite
- Are they stuffing keywords?
- Are they using doorway pages?
Offpage
- Are they buying links?(Most common)
- Are they spamming blog comments?
At the end of the day, if you find out that they are actually using BH method, you can report them from Google Webmaster Tools, make sure you put in all your evidence as they would not spend the time analyising each request.

It is really hard to assume that a website is using BH unless I am able to check them myself, but for starters (which I believe you already did) you can always check the FF: PR, Links (inbound & outbound) use yahoo for this, use the tools in SEOmoz for this too to determine the quality of links.
You see it could also mean that those websites are of diff. IP's and each site is linking to authority domains, needless to say but you also have to check your website if it is really optimized and the duration thereof for its caching.
Now this is a handful but I am excited as to the outcome of this.

Competitors with duplicate sites for backlinks
Hello all, In the last few months, my company has seen some keywords we historically rank well for fall off the first page, and there are a couple competitors that have appeared that use backlinks from seemingly the same site. For fairness, our site has slow page load speeds that we are working on changing, as well as not being mobile friendly yet. The sites that are ranking are mobile friendly and load fast, but we have heaps of other words still ranking well, and I'm more curious about this methodology. My page has higher domain authority & page authority, but less backlinks. However, if you take away the backlinks from the duplicate site, they are the same. Isn't this type of content supposed to be flagged? My question is about whether this kind of similar site on different domains is a good idea to build links, as all my research shows that it's poor in the long run, but it seems to be working with these guys. Another group of sites that has been killing us uses this same method, with multiple sites that look the same that all link to each other to build up backlinks. These sites do have different content. What are effective ways of finding people to link to my blog post?
So I spent ages creating amazing content and have loads of interest in it from my social media and people visiting my site are reading deep into it. I have so far not been able to get anyone to link to it. What am I doing wrong???

Competitor is interlinking between his websites
I have a competitor who ranks in the first page for all his keywords and i found out in open site explorer that he has been interlinking between websites and it is obvious because he owns the same domain but different countries. for example, www.example.id (indonesia) www.example.my (malaysia) www.example.sg (singapore) (asian countries domain) my question here is this even consider "white hat"? Is horizontal hashtag linking between 4 different information text pages with a canonical tag to the URL with no hashtag, a White Hat SEO practice?
Hey guys, I need help. hope it is a simple question : if I have horizontal 4 text pages which you move between through hashtag links, while staying on the same page in user experience, can I canonical tag the URL free of hashtags as the canonical page URL ? is this white hat acceptable practice? and will this help "Adding the Value", search queries, and therefore rank power to the canonical URL in this case? hoping for your answers. Can a hidden menu damage a website page?
Website (A) - has a landing page offering courses Website (B) - ( A different organisation) has a link to Website A. The goal landing page when you click on he link takes you to Website A's Courses page which is already a popular page with visitors who search for or come directly into Website A. Owners of Website A want to ADD an Extra Menu Item to the MENU BAR on their Courses page to offer some specific courses to visitors who come from Website (B) to Website (A) - BUT the additional MENU ITEM is ONLY TO BE DISPLAYED if you come from having clicked on the link at Website (B). This link both parties are intending to track However, if you come to the Courses landing page on Website (A) directly from a search engine or directly typing in the URL address of the landing page - you will not see this EXTRA Menu Item with its link to courses, it only appears should you visit Website (A) having come from Website (B). The above approach is making me twitch as to what the programmer wants to do as to me this looks like a form of 'cloaking'. What I am not understanding that Website (A) URL ADDRESS landing page is demonstrating outwardly to Google a Menu Bar that appears normal, but I come to the same URL ADDRESS from Website (B) and I end up seeing an ADDITIONAL MENU ITEM How will Google look at this LANDING PAGE? Surely it must see the CODING INSTRUCTIONS sitting there behind this page to assist it in serving up in effect TWO VERSIONS of the page when actually the URL itself does not change. What should I advise the developer as I don't want the landing page of Website (A) which is doing fine right now, end up with some sort of penalty from the search engines through this exercise. How can I recover from an 'unnatrual' link penalty?
Hi I believe our site may have been penalised due to over optimised anchor text links. Our site is http://rollerbannerscheap.co.uk It seems we have been penalised for the key word 'Roller Banner' as the over optimised anchor text contains key word 'Roller Banner' or 'Roller Banners'. We dropped completely off page 1 for 'Roller Banner', how would I recover from this error?

Using Canonical Tags to Boost Lead Form Ranking
I presently have a number of whitepapers that bring traffic to our site. If a visitor elects to download the whitepaper they are taken to a lead form with an abstract of the whitepaper. The abstract is present because the visitor may or may not have come to the lead form directly. I imagine this would be a "no no," but how do you feel about placing a canoncial tag on a whitepaper that points to the lead form w/ abstract? The obvious idea being to take the umph of a whitepaper to direction search visitors directly to the lead form.
