2 backlinking questions

I've got 2 questions regarding backlinking.
1 - I recently watched a webinar saying I should never get backlinks from any sites lower than a PR 3. However, I have found some relevant websites to our niche that are lower than that. We have recently set-up a new website that currently has a PR 0. Bearing that in mind do you think it was still be good for SEO to try and get links from the lower PR sites to build up our own PR?
2 - Has anyone found out what Google thinks of gaining links from domains hosted in other countries? For example, our websites are hosted in the UK, does it look suspicious to search engines if we have links from USA or other countries?

I think that Google prefers you to have a natural blend of sites. Any website that naturally attracts links will get links from PR 0 sites on up. I would approach your link building methods cautiously, as having too many high PR inboud links can raise red flags.
My advice is to write great content and seek links from reputable websites that are relevant to your website. Whether the page is PR0 or PR9, just make sure the website is trusted. On the flip side, the advice that you were given may be related to sites who's index pages are PR0. The reason they may be giving you that information is because a PR0 site can also indicate that the website has been devalued or penalized by Google. Having spammy websites link to you can actually hurt your rankings.
In reference to your second question, I don't believe that other countries linking to your site are anything to worry about as long as they are relevant.
Remember, SEO is a popularity contest. Google is always doing algorithm updates and it's best not to participate in questionable link building tactics. The best way is always to produce quality content and naturally reap the rewards.

I want to know about the Impact of Do-follow backlinks and No-follow backlinks for increasing DA.
Have Do-follow backlinks and No-Follow backlinks same value to increase Domain Authority in Moz? Recently, I have created 290 profile backlinks which was do-follow. But from yesterday I have seen all backlinks are no-follow now according to the decision of sites' owners. My site's DA has already increased up to 35. Will this DA fall gradually from now? Blogging for backlinks
I have a real estate website. I would like to start blogging on blogs not related to real estate. I like reading web design, html, css, php, word press etc... blogs. I want to start talking to the bloggers using my real name (not keyword anchor text) on their blog. I'd like to have authentic conversations; however, will this confuse google about my site? If I am using my name as anchor text on sites about webdesign and linking back to a real estate website, what will that do to the SEO? It's also important to consider one other detail. I have determined through link building in real estate related fields that it's really hard to find good domains/page rank when compared to the fields above. I could get a dozen great links in 10 minutes on the above subjets AND be legitimately engaging in conversation with my name, not keywords... Does the invention of "author rank" make this more viable?

Why aren't my backlinks showing up?
I've recently switched hosting my site on www.vamospaella.com to www.vamospaella.co.uk (using a 301 redirect) and I've been building backlinks. According to Majesticseo, vamospaella.co.uk has 38 backlinks with 8 referrring domains and vamospaella.com has 15 external backlinks from 11 referring domains. Some of these backlinks date back a month, while others have shown up in the last week. However, I have seen no improvement in my Google rankings for my keywords. Why is this?

Very simple Link question: Ziggy Marley homepage
Newbie here: My client is Zion rootswear. They need links, bad. They have friends in high rank places, this is good. Ziggy Marley has a link to them on his homepage: Gear: Zion Rootswear this takes the user to the website when clicked QUESTION Should I have the ziggy team change it to www.zionrootswear.com? Can PR0 backlinks be harmful?
Having a discussion on someone with whether or not PR0 backlinks can be harmful. Managed to find these blog posts that support my argument; http://geoland.org/2011/02/can-bad-links-hurt-your-google-rankings/ http://www.johnmcelborough.com/bad-links-good-site My argument: Things like article spinning and distribution are pretty much pointless. I used UniqueArticleWizard for a while when I first started out with SEO. It gave me around 1000 PR0 backlinks. A few weeks later my site was penalised from PR5 to PR2. Thanks
