70 Domain Names Point to 70 Nearly Identical Inner Webpages

I have a new SEO client; his website has never been optimized. There are 70 domain names involved with this one website. Each domain name points to an exact replica of the main page, other than the fact that a small content box has different info in it, and sometimes the header graphic is different. So, 70 webpages that are 5% different from each other and 5% different from the main page.
How badly is this issue affecting this website's ability to rank well, and what is the best way to solve this?

This issue that you're facing is quite common with franchise related websites as they follow one master template and just some localized content changes on each of the franchisee sites.
Each of the individual franchisee sites should invest in original content that separates it from the corporate site. Just having a 5% difference in content will not suffice and will do harm sooner or later.

One of my key pages has a url name that is completely non descriptive ('About') with no keywords in it that match the important content on that page. Should I create a new page with a proper url name and move the contents there (lose the authority of the current page), or create the url name only and redirect to the existing About page?

URL, page title, item name - which is most important for google ranking
We are a bridal store and are able to use different information in the URL, Page title and item name. In item name we give the product a name for us to identify ie. Alex Lace Dress in Black/Nude, Ivory/Nude, Red/Red In Page Title we use the suppliers name and product code as well as the item name ie. Two different domains with the same content
Hi all, I just figured out that my client has two different domains with the same content, so the site will be penalized by Google: www.piensapiensa.es www.piensapiensa.com Should I do a 301 redirection from one domain to the other one using the htaccess file as usual chosing one of them as canonical? redirect 301 piensapiensa.es www.piensapiensa.com? I am BRAND new to this, and setting up my first campaign. I choose subdomain, and entered www.pdsaz.com. This is the message I receive: We have detected that the domain www.pdsaz.com and the domain pdsaz.com both respond to web requests and do not redirect. Having two "twin" domains that both resolve forces them to battle for SERP positions, making your SEO efforts less effective. We suggest redirecting one, then entering the other here.

Keyword domains
Hello, I am the proprietor of RacquetSource.com, Is there any merit to using keyword domains and have them redirect to the site, or a specific page on the site? For Example, the keyword term, Squash Racquets, if I were to purchase a domain name, squash-racquets.com and have it redirect to http://www.racquetsource.com/squash-racquets-s/95.htm will this effect positively to my search ranking of the keyword term Squash Racquets? Better for SEO to use a hyphen in the name of a website to break up text?
