How to achieve the highest global and local relevance in google?

Let's say I have a company that has its main business in Europe for thefollowing languages:
English German Portugese French Italian
And let's say some other markets (e.g. the Portugese one in south america) is also important. The question now is how should we structure the Domain if we want onlyone top level domain (www.company.com)? a) By using subdomains to target users with Google Webmaster Tools for the relevant country: portugal.company.com/pt (same content) brasil.company.com/pt (same content) germany.company.com/de england.company.com/en etc.
or b) by using virtual folders www.company.com/pt www.company.com/de www.company.com/en
etc.or c) something completely different I do not know about? What do you reckon is best? I appreciate all suggestions!

I have read Moz for a good deal of time but I have never been gotten involved, until now... If I have a Google+ Business page, do I need a Google Places page as well?
It seems like the two are redundant? Any official word on this? I'm fairly OCD about things being tidy and I dont want to split my reviews / shares / etc between two profiles. Help seems like google is punishing our site and I don't understand why

Hi guys, Today ( Jan 17 2013 ) I am observing a lot of changes within google serp for a variety of keyword. im feeling like if there was a google update somehow. There seems to be few thread around the web that claim such an update ( or a panda refresh ) , were you affected ? Did somebady else noticed a huge SERP fluctuation within their primary keyword ? Local SEO Agency Suggestions
I've looked under the "recommended companies" tab of seomoz, but all of the SEO Agencies listed seem to be geared towards big businesses. Most of their contact pages have starting budgets that are way out of my league. I do my own web-development and on-site SEO, but due to the demands of my job, I do not have the time needed to focus on link-building, and any other kind of content marketing (other than occasional guest blogging). Can anyone recommend an individual or agency that can start with a $500 - $600 monthly budget and move up from there? My search terms are local to my city, and not all that competitive, just looking for someone who can help. Thanks in advance for any recommendations.

Google Directory no longer available?
Now, we will forever not know what is in the Google Directory. I just clicked on the link..... and everything is dead and points you to DMOZ. What does this mean for us? Is DMOZ going to get more editor juice, so submissions are actually reviewed for once? The Yahoo! directory has also been glitching - new submissions have been disabled for over a week now. Any comments?
