Hey, that is a great big question posed in a very succinct way.
As ever, there are a lot of moving parts and it depends on every keyword in every niche regarding how tough it will be to rank.
Main elements to consider are:
- Structured Address (NAP) + Consistency of Address
- Structured Citations - total number, quality
- Unstructured Citations - total number, location, relevance of citation site / page
- Optimisation of Google+ Local page (images, updates, video, completeness)
- On Page SEO for site
- Local Links & Citations
- Site Popularity (Search & possibly social)
- Reviews on Google+ Local and other popular citation sites
I wish it were just that simple though and any approach has to consider the industry and existing competition. We tend to review the competition, try to understand their strengths and weaknesses and use that to formulate a customised plan for each local / small business client.
Review the competition, find out who is where they are and how. Understand the strengths and weaknesses of the competition. Do the basics really, really well - citations, on page, Google+ Local page. Then, look at local links, general site popularity. Create review strategy and try to encourage (without cheating) mentions of your keywords and targeted location in the reviews.
Don't be tempted to cheat. Don't just buy 100 crappy citations. Do things properly, craft each mention, work on getting good reviews. Do real company shizzle #RCS. Consider each citation a possible advertisement. Love your customers, ask them to love you back.
I will stop here as this is starting to sound like Baz Luhrmann song:
"sometimes you’re ahead, sometimes you’re behind…the race is long, and in the end, it’s only with yourself."
You really have to avoid an SEO by numbers mentality though as it is easy to fall into that trap here and whilst you may see some initial flourish you won't win the race with that approach and returns will rapidly diminish and you may see a bell curve with an improvement and then a drop around low quality tactics.
One last thing, consider co occurrence, it is a hot topic but think about mentioning your keywords where you mention your brand, URL, NAP or elements of. If I was creating a citation or unstructured citation on a site then I would look at mentioning my brand, phone number, location and possibly URL - something like:"
"At Bowler Hat we concentrate on technical SEO Audits and small business SEO for companies in Birmingham. You can call us anytime for help on 0121 314 2001 or visit our site at www.BowlerHat.co.uk.".
The highlighting is mine to better illustrate the important aspects of that sentence and how it can be done cleanly and naturally without the need for crappy writing etc.
Citations often boggle people but they are just directory listings really - a little more on that here:
http://www.bowlerhat.co.uk/blog/types-of-citations-for-seo/Remember that citations are abused by folks in the medical world to artificially inflate the worth of a medical paper or report so as soon as you factor money into it and add the dirty SEO word then citation abuse can and will be rampant and google knows about this and is on the lookout for it. So... play nice!

New Service/Product SEO and rankings
Hello, fellow MOZers. We are a web design company, and we had SEO as secondary service for years. Due to changes in the company we started pushing SEO as one of our main services about 6 monhs ago. We have separate page , targeting that service, as well as case studies, supportive information pages, even SEO Center, which is like a blog about SEO only. We are not using black hat SEO, doing honest link earning and building, don't use keyword stuffing, everything is by the book. I understand that SEO takes time, especially for a company which has a footprint as web design company, not as SEO company. We are ranking very good for web design related keyphrases, however, we don't see any improvements for SEO related keywords. It always was and is between 25-30 SERP. At the same time, competitors, who are ranking on first page for SEO related phrases are pretty bad looking. Design-wise as well as blackhat-SEO-wise. Everything is keyword stuffed, UX is horrible, prices are ridiculous. So, do you guys have any thought/advise on how we can see results / why we are not seeing results. PDF Sharing sites - scribd/dropbox/edocr/etc Cleaning Up SEO History
Howdy, Whilst in the process of cleaning up a new clients seo profile and have encountered a lot of techniques I am uncomfortable with and in my opinion should be removed. One technique I have not seen before is using a load of pdf sharing and video sites. The domains have high DA ratings, but to me the intention is highly questionable. By changing the wordpress theme what need to take for seo consideration?

What could go wrong? SEO on mobile site is different than desktop site.
We have a desktop site that has been getting worked on over the year regarding improving SEO. Since the mobile site is separate, the business decided to not spend the time to keep it updated and just turned it off. So any mobile user that finds a link to us in search engines, goes to a desktop site that is not responsive. Now that we're hearing Google is going to start incorporating mobile user friendliness into rankings, the business wants to turn the mobile site back on while we spend months making the desktop site responsive. The mobile site basically has no SEO. The title tag is uniform across the site, etc. How much will it hurt us to turn on that SEO horrid mobile site? Or how much will it hurt us to not turn it on?

Hit by negative SEO
I think my site got hit by a negative SEO campaign. We got nailed by the latest Google update and our traffic dropped significantly. We don't buy links, ask for links, do link exchanges, etc. Since the last update was all about spammy backlinks, I downloaded backlinks from Google Webmaster Tools just to see if there was any info in there. There are tons, hundreds, thousands of backlinks from spammy sites to us. Sites that are spammy as heck and sell backlinks on the footer. I can only assume someone went after us with a negative SEO campaign. We're the #3 site in a hot market. Is the only way to combat this to disavow all those spammy backlinks with the Google disavow tool? We also have a manual penalty on our site as well. I've asked for a reconsideration request and have heard nothing. Please advise.

Same content, different target area SEO
So ok, I have a gambling site that i want to target for Australia, Canada, USA and England separately and still have .com for world wide (or not, read further).The websites content will basically stays the same for all of them, perhaps just small changes of layout and information order (different order for top 10 gambling rooms) My question 1 would be: How should I mark the content for Google and other search engines that it would not be considered "duplicate content"? As I have mentioned the content will actually BE duplicate, but i want to target the users in different areas, so I believe search engines should have a proper way not to penalize my websites for trying to reach the users on their own country TLDs. What i thought of so far is: 1. Separate webmasterstools account for every domain -> we will need to setup the user targeting to specific country in it.

2. Use the hreflang tags to indicate, that this content is for GB users "en-GB" the same for other domains more info about it http://support.google.com/webmasters/bin/answer.py?hl=en&answer=189077
3. Get the country specific IP address (physical location of the server is not hugely important, just the IP)
4. It would be great if the IP address for co.uk is from different C-class than the one for the .com Is there anything I am missing here? Question 2: Should i target .com for USA market or is there some other options? (not based in USA so i believe .us is out of question) Thank you for your answers. T0
