Rankings dropped, should I start a new website?

Hello, my rankings dropped last year (penguin update) - I think it was April 2012 and the website went from 300 visitors per day to 10 per day.
This probably happened because I bought links, but I also did a lot of manual and natural SEO (at that time).
After the drop, I didn't know what to do... so I did some manual SEO, blog comments, forum posts, article publications (lets say 60 links in total - with diverse anchor texts - brand keywords, etc) and then I paused working on the site to see if there will be any changes... and 1 year latter, there are still no changes.
My site used to be in the top results of the first page and now it is totally out of Google.

Should I move on and start a new website or do something to fix this one?

Well, it depends on how much this site means to you. It sounds like you got hit by Google, and once that happens the road to recovery is not easy -- as you are seeing -- but also not always possible. Getting rid of paid links, writing blog comments , forum posts and article pubs. are not strong enough to turn the tide. I don't want to tell you what to do, but from what I understand (I have not had to attempt a recovery personally) it will be easier to get a new site up and ranking.

Hosting Multiple Websites Within The Same Server Space

Permanently Moving Few High Ranking Pages from One Domain to Another
We are planning to move few high ranking pages permanently (301 Permanent Redirection) to another domain, Currently these pages are getting good traffic from organic search and ranking on top positions in Google search engine result pages. We have few questions in our mind right now, It would be a great help if anyone can answer following questions; Is it possible to move few pages from one domain to another by using 301 Redirection in .htaccess file? Will it have any negative impact on our website's current search engine performance? Will it be considered as a legitimate SEO practice by Google Search Engine? Will Google understand that these pages have been moved permanently to another domain and start showing URL's from the new domain on the same positions where they were ranking before moving to new location?

How do you check if a website has a link network (From the same C Class)
Hello Mozzers, I'm conducting a link audit and I see a red flag for one of my guest blogs i did in 2012. let's say the IP of the website was 62.658.62.9 Little did I know that the blogging website is a link network with the same content on each IP via it's specific C class: 62.658.62.9 62.658.62.10 62.658.62.11 ETC... How does one find a website to blog on and check to see if they have a blog network or better yet, see if there is a similar distinction of duplicate sites based on its C-class?

LOCAL SEO / Ranking for the difficult 'service areas' outside of the primary location?
It's generally not too hard to rank in Google Places and organically for your primary location. However if you are a service area business looking to rank for neighboring cities or service areas, Google makes this much tougher. Andrew Shotland mentions the obvious and not so obvious options: Service Area pages ranking organically, getting a real/virtual address, boost geo signals, and using zip codes instead of service area circle. But I am wondering if anyone had success with other methods? Maybe you have used geo-tagging in a creative way? This is a hurdle that many local business are struggling with and any experience or thoughts will be much appreciated

Can one business operate under more than one website?
Is it possible for a business to rank organically for the same keyword multiple times with different web addresses? Say if I sell car keys and I wanted to rank for "buy new car keys" and I set up two different website say ibuycarkeys.com and carkeycity.com and then operate under both of these, would Google frown upon this?

Do bad links "hurt" your ranking or just not add any value
Do bad links "hurt" your ranking or just not add any value. By this I mean, if you do have links from link farms and bad neighbourhoods, would it effectively pull you down in search engine rankings. Or is it more that it's just a waste of time to get these links, as it adds no value to your ranking. Are google saying avoid them because it will not have a positive effect, or avoid them becuase it will have a negative effect. I am under the opinion that it will not harm, but it will not help either. I think this because at the end of the day you are not 100% in control of your inbound links, any bad site could add you and if a competitor, god forbid, wanted to play some black hat games, couldn't they just add you to thousands of bad sites to pull your ranking down? Interested to hear your opinions on the matter, or any "facts" if they are out there.
