Finding authoritative sources on Google+ - is there a tool?

I'm looking for a way to find authoritative sources on Google+ on certain subjects.
I define an authoritative source as someone who is in a lot of people's circles, and the content they curate gets shared, +1, and commented a lot.
The subjects are variable, but for an example:
What's the best way to find authoritative sources on Google+ on the subject of auto technology.
Does anyone know of a tool that can do this?
If you can't recommend a tool, how would you approach this? -

I think I'll find a purpose for each of these tools in the research I'm performing; however I think I'll have to develop a custom solution for a starting point.

SaaS to manage Several Google Places/G+ accounts
Hi, how are you? I have a client that is a company that has aproximately 30 franchises. For each franchise, I created a Google Places (now My Business) profile, and then for each profile I have a G+ profile. The problem is that I need a SaaS or a software that allows me to post in each of those profiles automaticaly, like Hootsuite (when I enter with the account I have registered the Places profiles, it catches the G+ profile of that person, not the GPlaces accounts). Do you know any? Thanks!

How can I find the most liked, tweeted, and +1'd URLs on a domain?
As part of a content audit, I'd like to identify the most popular content on a domain. I've tried Google Spreadsheets + API's from the services, but the call limits have stopped me as I can only check 50 URLs at a time. Does anyone have any tips on how to do this? I can get the list of all pages on the site with Screaming Frog, but then how do I find metrics on those URLs? Any tips or tools would be appreciated!

Is it possible to Merge a Google+ Page with Google Places/local Page on G+
I have seem to have a problem (well think its a problem!) We have a google+ page for our website/ brand (which is verified) and also seem to have a separate google places G+ page (the one with just two tabs at the top.. Photos and About). When you google our brand, google has added a google+ page link but this links to the places one and not our social g+ page. Is it possible to merge these two pages into one? ps i have added rel="publisher" directing to the main google+ page (not local) on the home page and the local G+ page is not verified. Ben

Functionally the Google+ Brand and Business pages seem to be exactly the same, but does having one or the other have an effect on SEO? Is it better to have both?

What effect does Google Plus Business Pages have on SEO?
It looks like Google is putting a definite emphasis on social signals, through Google+ anyway. Has anyone tested the effect of social circles on SEO yet? Same effects as the "magical +1 button?" +1 on shifting your time and resources to Social Media?
