Rankings disappeared since Penguin 2.1 - course of action?

One of my sites that has always ranked 1st page on main keyphrases is now between pages 4 and 10 on them, I'm guessing it's been hit by Penguin 2.1.
Can anyone offer advice? Here's the link profile:

UPDATE - Open Site Explorer only shows 95 links. I've checked my links in Google Webmaster Tools, and there are a lot more - 717! The vast majority I don't recognise and look dodgy. How could that happen, and what's the best course of action - is disavow the way to go? I don't even want to click some of those links.

That's what's confusing me. I haven't built any links in 1-2 years for that domain. All I do is post on the blog, Facebook, Twiiter and G+.
I've sent some removal requests to the more obvious ones with names like seodirectory etc.
Should I wait or would you just send a disavow to Google now?

I just checked your site through ahrefs and there has been a spike in links starting from 20th of September. You need to look at them in detail and then try to get those links removed. I hope that helps you in getting back your rankings.

Let me first, say, that , what ever you are doing for link building or PROMOTION...... STOP... DO not pass go, just stop....In looking at the report form OE, there are really no links listed worth having and are not promoting your website well at all.
run the webmaster report of links and make your best judgement on the link..... does it look spammy, is there porn, casino stuff, foreign lingo or full of other links red flag it, then report them all to G. Hopefully the domain is worth saving and you don't have to start over. I have also found that there is language you should use with communication with G that helps get their attention.

Rankings Shifting for the Past 2-3 Years
For the past 2-3 years, my site’s organic rankings have been dramatically shifting, ranking well for a few days and then dropping for a month or two, then ranking again for a few days, and then dropping again. During the time of higher rankings, form submissions increase significantly. The ranking increases or decreases are typically between 10-30 spots each time. I’ve done everything I can think of to address any issues: improved speed, limited 404s, changed the architecture of the site, updated link anchor text, etc. Nothing seems to work. The site has 88% of its traffic coming from desktop, with 9% from mobile and 3% from tablet. The disparity between desktop and mobile leads me to believe that the ranking issues are mobile-related, especially now that Google is using mobile-first indexing. I thought dwell time could be an issue, but session duration is 2:07 minutes and bounce rate is under 60%, with an average of 2.27 pages per session. That doesn’t indicate any quality of traffic issues to me. There are no warnings in Google Search Console, and speed is 58 for mobile and 86 for desktop on Page Speed Insights. I’ve been doing SEO for 12 years, but this has me stumped. My top suspicions are: Speed issues on mobile Penalties for redirects from old website to the new website Penalties for anchor text for the old brand name instead of the new one. How to rank a transactional query
I have a webpage about bike tours in France with a list of bike tours in France. I imagaine people don't want a big paragraph about what a bike tour in France is because this is a transactional query and not an informational query. How do I go about ranking this page ? Would a good title tag and good description be enough to rank that page ? Thank you,

Can I rank without links
Let's say I have great content. I have a great website design (easy to navigate for user) that answers their questions but I have no links. Can I still rank on on a keyword that has a difficulty score of 24. I imagine that I can that google can't penalise me for not having links. Does it mean that without links it will take longer to rank than with links but that google with rank me at some point ? Thank you,

Here is another tough one we've been dealing with. We publish a niche book. For a decade we kept the information offline (no e-books). However, it was widely scanned and reproduced online. We've filed dozens of DMCA complaints over the years, but have found trying to rid the internet entirely of these infringing pages to be futile. We get 1 closed and find 3 more. Two years ago we decided to put the information online ourselves, to generate an official community for our work it instead of "fighting it". We built a full site with hundreds of pages from the book for readers to use, free. Google indexed us, and we followed basic SEO... But in spite of a prime aged domain and a lot of links, we are literally BURIED in google. There are dozens of complete garbage spam sites that rank way higher than us. I understand ranking takes time, and the niche is competitive. But the low quality landing pages that are ranking above us is just too confusing. We fear our work has been indexed by google so much over the years on other sites they will never connect it to us. We'll always be buried on page 14 as another scrape. What would you do to correct this for a client? Could you?

Not Ranking - Any Tips?
Hi guys, I have a client site that I've recently come onboard with that was published late last year, not really optimized for anything, and in a moderately, but not very, competitive, search space. Early April we optimized the home page and a couple of other pages and have since built about 5-6 (high quality, partial match) links to it, and a press release was done mid last month. The only other thing we did was change the site from non-www to www and set this as the preferred domain in Search Console. Over 6 weeks since that all began, and we're still not on the radar at all for any of our main keywords - nowhere. The only thing we are really ranking for is our brand name, but this is the wrong (press release, not home!) page, and it's bouncing a lot. All of the pages seem to be indexed, and we are ranking for one other (inconsequential) keyword, but 99 is the highest it has reached. An SEO friend told me to build some citations, but this is not a local business, nor are we trying to rank locally. Can anyone please suggest why it might be taking so long, and what else I could try? I imagine more links will help, but results from our outreach are hard to predict, so if there were another safe link type that could help me figure out whether this domain is in trouble or not ASAP, that would be ideal. Fantastic engagement - poor rankings
Hi all, I've got a website that, for the life of me, I just can't get to rank highly: mariart.com.au Our DA/PA is higher than many of our competitors, and the engagement is amongst the best I've seen (7624 unique visits with: Pages p/visit = 7.28, Bounce rate = 5.26%, though Avg duration is only 2:36). Have I missed something fundamental here? Thanks!!

What to do if the wrong page is ranking?
What to do if the wrong page of your website is ranking and you cannot 301 it? Apparently an outsourced company the previous manager hired build anchor text links to the homepage, when those links should have been pointing to a deeper page. As a result, the hompage is now ranking for that term. But I think we can convert a lot more of the visitors if the deeper page is there instead. Obviously, I can't 301 the homepage. What would you do?

Deep Page is Ranking for Main Keyword, But I Want the Home Page to Rank
A deep page is ranking for a competitive and essential keyword, I'd like the home page to rank. The main reasons are probably: This specific page is optimized for just that keyword. Contains keyword in URL I've optimized the home page for this keyword as much as possible without sacrificing the integrity of the home page and the other keywords I need to maintain. My main question is: If I use a 301 redirect on this deep page to the home page, am I risking my current ranking, or will my home page replace it on the SERPs? Thanks so much in advance!
