Ratio follow/nofollow outbound links

Dear all,
So far, I couldn't find any satisfying answer to my problem - I hope you might be able to help:
Due to the fact that our website consists of user-generated content, we've got many many outbound links to other sites. Until now, it was possible to assign a follow-attribute to these links. In the ages of "pandas" however, we realised we had to limit this possibility as well as the amount of outbound follow links already published. My question now is whether there is some kind of rule of thumb as to what ratio of outbound follow and nofollow links is advisable.
I'd appreciate any ideas or comments. Thanks a lot!

I don't know of any 'magic' ratio, but surely you should put nofollow on all user generated links? That's kinda what it was invented for. Normal links (or 'follow' if you will) should be used for linking out to sites you can personally recommend to your visitors - either the sites offer additional insights that your content cannot or doesn't cover, or it corroborates what you're saying (e.g. linking to a government resource or wikipedia).
Does that make sense?

Too Many On-Page Links
Hi, I did a SEOmoz campaign and got results today, One of the results is Too "Many On-Page Links" when i am drilling down, i see that that's include inside links. for example, i sale food, i have my main department window - inside i have 30 products - each product is linked to a detailed page about the product. so automatically i have 30 links - not including all the others in this page, and i easily get over 100 and even sometimes 200 is this a big issue? does it damages my SEO? If yes, is there a way to write the HTML in a way that internal links like that wont be counted? Thank you SEOWiseUs

Limiting On Page Links
Right now, we have about 160 or so links on the home page. It's been recommended that we keep it to under 100, though that's not as big of a deal as it once was. Is it helpful to make a bunch of those links "nofollow" in order to preserve link juice? Is it going to make a difference, or be at all helpful? I assume it won't be harmful, especially as a bunch of them are to the same page but on different sections of the page. Would live your advice and thoughts! Thanks!

Optimise duplicate products or canonical link
We exist in a niche market with a good % of products that sell well at specific times of the year. Lets say for example a red cup can be sold as a christmas red cup and a valentine red cup or just a red cup. Would we be best to optimize each specific product specifically for those seasons/events on different pages or keep google pointed to just one page using a canonical link.

Google Page Rank of my site has dropped from 4/10 to 3/10
Google Page rank of my website has been dropped after Panda Update. Can anyone help me out to tell me the possible reasons about the same. Tool for Generating Sitemap/ URL List
HI, I'm looking for a tool that'll generate a URL list for a site. I looked at this thread here http://www.seomoz.org/q/online-sitemap-generator which came up when I searched for sitemap generator. However, I don't need a sitemap per se, and I don't need to submit it to Google - just a list of pages is what I need.If it updated automatically, that would be useful as well. Anyone know of a tool, on or offline? Or anyone used Xenu and know if it's what I'm looking for? Or is there a simple solution that I'm missing? Thanks.

URL with two forward slashes //
We have a potential client with a URL structure in this fashion: http://www.site-url.com//cpage/page.html pretty strange, right? my question is: How bad are the 2 forward slashes // for SEO? How bad is it to have that extra layer of /cpage in the URL? this doesn't appear to serve any other purpose than making the URL longer than necessary.
