What is the best way to change keywords?

I have a client who is moving and I'll need to redirect their site to a new city. Taking local out of the picture, what is the best way to convert the site?
Here are somethings I've already done.

Changed the title keywords
-
Ensured the page grade is an A for the new keywords.

Changed the alt tags on images on the front page.
Since I made these changes, the website has actually fallen in ranks from what it was initially ranking for the new city (the website was already ranking organically on page 2 and has dropped to mid page 3.)

Get some local citations such as getting your google + local page verified, and maybe start listing in some local business directories. You can try using http://www.whitespark.ca/ for this if you don't know where to start (there is a Moz perk for this as well)

Taking more than a day to index after the content changed
Hi everyone, As i got stuck with the confusion that - one of our website pages for the business located in Sharjah contents has been moderated and inspected the URL to google for index with new tags and contents. This is the URL which made the changes: https://www.socprollect-mea.com/sharjah-free-zone-company-registration/ and As i came to know that our page reflecting an issue "Valid items with warnings" once after inspecting the URL in the search console. Ranking dropped after change single page url, should I change it back?
I was making updates to the content on the following page, and a few days later dropped from #2 SERP ranking to 50+. Things I checked: Yes, 301 redirect was implemented right away. After publishing, I manually requested indexing in search console. Right after publishing I re-submitted the sitemap manually and Google said they had not crawled it in 9 days. My question: should I change the URL back to the old one, or give it a little more time (especially since I re-submitted sitemap) Original URL: https://www.travelinsurancereview.net/plans/travel-medical/ New URL: https://www.travelinsurancereview.net/plans/travel-medical-insurance/

Outgoing Links Best Practice
Hi, It is my understanding that it is good practice to add relevant out going links to my content pages. I do not intend to over do it and the out going links I intend to add would be useful for the reader. My question is do I need to add noindex/nofollow tags to these links? Does it make any difference either way or can I just leave them as index/follow links? Thanks

Main Page Gone For Main Keyword
For the past 5-6 months I have consistenly ranked at positions #14-16 for snow guards on snoshield.com. The past 3 days I cannot find the home page anywhere in Google for that keyword. The only thing that has really changed over the past two months is I placed 3 guest blog posts on pretty highly trusted sites that are industry related and created links to the site using suggestions from getlisted. I've read other reports of others seeing similar things happen recently. I don't think this is a penguin thing, because I can still find the site by searching for the company name, I just can't find it when searching the keyword. I did notice that a different page on the site is now ranking in position #21 for this keyword, but this page is optimized for a different keyword phrase. Is it possible that even though the sub page is optimized for a different keyword phrase, I am cannibalizing the site?

Keyword confusion
Thanks for taking the time to read through this. I'm currently optimizing a website and have a few structural questions: How should one view targeting keywords with respect to the home page of any given site? EG -> If the home page has the preferred keywords at the beginning of title and the page follows most if not all the recommendations from SEOMOZ tools, why are sub pages outranking my root domain for the set of keywords I'm after? When sub pages use my homepage keyword as the 2nd keyword in its respective title, does that give the overall homepage more power for the keyword it's after? EG. Homepage Title "ABC DEF - DEF ABC - XYZ | Company name I'm targeting "ABC DEF" for the home page Subpage title -> "DEF ABC - ABC DEF - XYZ | Company Name. The sub page keyword is "DEF ABC"
