Disavow- What Happens and What Should I Do?

We have a site that got hit by a non-manual penalty in July really hard. I submitted a disavow file for the site placeyourlinks.com which had a bunch of clearly spammy links to the site listed in Webmaster tools. But the site itself was down for a long time so I couldn't see where the links even were. Then those links disappeared from the links file. I thought the urls were removed or the site was seen as being blank. But now they're back...and the site itself is shown as just being a blank page. I don't know what to do since I don't want to disavow those links again if it wasn't even addressed the first time and there is obviously no way to contact the site. Help!
Also, I've done a bunch of work on the site to increase the amount of content while I was waiting to see what happened with the link disavow. But now all that is done and our rankings are still waaaay down. I'm considering getting really, really aggressive with link removal and disavowing if needed but I'm not sure what I should focus on removing/disavowing. Really bad sites with only one or two links? Sites that have a lot of links to the site? Sites with keyword stuffy anchor text? Any help on this would be much appreciated.

Had you received an unnatural links warning at all? Usually people suggest not using the Disavow Tool unless you've received that warning. What does your link profile look like? And have you worked on gaining more relevant links and social signals in the time being? If it was an algorithmic penalty in July then it was possibly Panda related but, as I don't have any more information to go on, that's just speculation. Assuming it was Panda then your main issue was likely thin content not links. How does your site look concerning duplicate content, spammy content, and thin pages?

We're in the middle of a disavow process and we're having some difficulty deciding whether or not to disavow links from Justia.com and prweb.com - justia.com alone is giving us 23,000 links with just 76 linked pages. Submitted a Disavow BUT can't send in a RECONSIDERATION, WHY?
Hi Community! 2 weeks ago, i sent in our first/HUGE disavow list to Google. Out of the 2700 domains we submitted, 1300 of them we successfully removed, but we have nothing to show Google. Reason is because on our reconsideration request page, we can't submit anything because we didn't receive a message from Google (please see screenshot). I know for a FACT we got hit by an ALGORITHM penalty back in March2013. So, I have this wonderful Gdoc to prove that we worked LONG AND HARD to add and remove links in the past year, but we can't seem to message Google and tell them our story on why we should be reconsidered. How do we tell Google our success of removals? It's been 2 weeks, how much longer until we see a change in traffic? Should I disavow a particular site (no warnings in WMT)?
I’m currently getting a lot of external links to my website from ‘xyz’. This a series of sites with near identical content and duplicate URLs (xyz234.com, xyz63.com, xyz456.com etc). There are 15 of these sites which are contributing 6236 external links. Would you agree that these URLs are candidates to be disavowed? I currently have no unnatural link warnings in GWT but I’m concerned with watching out for negative SEO and keeping our link profile healthy. Would pruning spammy links like these be a good step? Any help would be appreciated! 🙂

Google Disavow wrong Sample URLs
Sometime last year we were penalized for unnatural links by Google. We followed a couple of good posts on MOZ on how to go about correcting all of this (Excel Showing work, Google Docs, Ahrefs, semrush, etc...) and submitted a reconsideration request as well as a list of urls using Disavow Tool. So today, about 20 days later, we get a reply from Google stating that we still have some links that are outside their quality guidelines with 3 examples. Problem is, none of the 3 examples they listed have our website on them. I even did a View Source and checked all our inbound link reports for these websites. All of the 3 examples are Lawyer / Legal Advise websites and ours has nothing to do with this. Any ideas on how to reply and ask them to double check? Maybe they mixed up with another account they were working on at the same time.

Are links that are disavowed with Google Webmaster Tools removed from the Google Webmaster Profile for the domain?
Hi, Two part question - First, are links that you disavow using google webmaster tools ever removed from the webmaster tools account profile ? Second, when you upload a file to disavow links they ask if you'd like to replace the previously uploaded file. Does that mean if you don't replace the file with a new file that contains the previously uploaded urls those urls are no longer considered disavowed? So, should we download the previous disavow file first then append the new disavow urls to the file before uploading or should we just upload a new file that contains only the new disavow urls? Thanks

Q: Should I simply remove all zero page rank links or carry out an assessment based on the links (zero pagerank) DA / PA. If so what are sensible DA and/or PA metrics? My site rank is not consistent. Once it at first page , then for the next week it is not found in top 100 position. Again two/ three weeks later it ranked automatically without any work. Why this is happening?
