Do panda/penguin algorithm updates hit websites or just webpages ?

If I have a website that been affected by the panda/penguin update, do bad links affect the entire site or just the page the bad link(s) are linked to?
If it is the latter and penguin/panda actually affect webpages, not websites (as is the common reference/conception), then wouldn't simply creating a new URL, targeting this new URL, shifting meta-tags and restarting link-building efforts again (this time using the right quality strategies) be a really common-sense approach instead of the tediousness of the disavow approach that so many go down?

Do you have the penalty in available in your Google WT? What exactly does it say?
Most penguin penalties I've seen are partial matched and affecting only some incoming links. Removing pages won't help as you don't know which ones are affected.
Doing a link cleanup by going link after link asking for removal and then requesting a reconsideration may remove the penalty (in conjunction with the disavow file), but there's been several polls online and over 80% of the people who did this and got their penalty removed didn't see their rankings back. This is obviously true, as probably those manipulative links were the ones causing your high rankings and now gone you need to get some REAL, EARNED links to gain positions.
Truth be told, no one can tell what will happen, and you can only try.
The ultimate question always become: Is it really worth it? Or do I just start fresh (new Website, unrelated to the old one)?

If a site has been affected with a "Partial Matches" hit, then can the simple shifting of targeted webpage solve the problem (in effectively allowing that targeted page to start again, without having to worry about disavow)?

Panda does not affect links, penguin does.
Panda is a "quality content" related update.
Penguin penalizes both pages and/or entire domains, even to the point of completely removing the from the index.
Under your Google Webmaster Tools, "Manual Actions" you can see the type of penalty the site has (if any) and what it is impacting.
"Sitewide" means that the entire site got the hit, while "Partial Matches" means some parts or some links.
Anyhow, if you have a manual penalty, you won't recover by just creating new pages. Although penalties expire, you cannot know which ones were hit.
You have to consider if the Website is worth saving or you can just start again fresh. If you have a Website 3 years old or more, and generating income, with a client base, then you probably start working on saving it. If your Website was new, not real client base or value, you rather start fresh.
Don't make the same mistakes again!

Post-August Google Updates High volume keyphrases rankings mess
Howdy, fellow mozzers, Couple of our clients keep losing rankings, slowly but surely, which seem to correlate to August Google updates. No major changes to the websites have been done - neither code, backlink profile nor content. It seem to affect higher search volume keyphrases, while other longer tail keyphrases are climbing up. The screenshots of the visibility rankings are attached below. Any ideas/news/thought about the Google update itself or what might be happening? I know that the Medic update was overall quality, yet it seems to be that these websites in particular are going down after Birthday update, not Medic itself. Google and da mighty Internets being quite.. Help! Not a mobile friendly website, will it hurt my rankings?
Unfortunately my website is not mobile friendly. As it is based on clickable links within an image there is no way to adapt it either. Now, I have heard Google is getting serious about mobile friendly design, how will this impact my ratings? My current analytics show 57% desktop, 24% mobile and 19% tablet. I really like the design of my site with the clickable images and would hate to have to change it because Google says so :-(. My website is http://tamarindobeachinfo.com

Changes in Google "Site:" Search Algorithm Over Time?
I was wondering if anyone has noticed changes in how Google returns 'site:' searches over the past few years or months. I remember being able to do a search such as "site:example.com" and Google would return a list of webpages where the order may have shown the higher page rank pages (due to link building, etc) first and/or parent category pages higher up in the list of the first page (if relevant) first (as they could have higher PR naturally, anyways). It seems that these days I can hardly find quality / target pages that have higher page rank on the first page of Google's site: search results. Is this just me... or has Google perhaps purposely scrambled the SERPS somewhat for site: searches to not give away their page ranking secrets?

Google Algorithm change? - Brand name now overwriting title tag?
Anyone else noticing this happening? In Google search results, many of my sites are now showing up in the following fashion... "Site name: page title" I read a few articles in the past few days that state that Google may be playing with the algo but have not read anything from Google directly. I should add that I first noticed this on Feb. 21 and have seen it rolling out more and more since. I have only noticed it on a few competitor websites thus far. Trying to figure out why Penguin has completely buggered us up, and what to do about it

We're absolutely not and haven't done anything gray or black, the worst we've done is including links in the footers of some themes we've distributed Since the 24th April our google referrals are down from an 8.5k daily peak to 1.5 - see the attached. Should I Wait Until the "Dust Settles" on the Algorithm Update or Get Busy Now?
We were hit hard on both of our sites yesterday and can't afford to wait for the dust to settle, as some folks are advising. We have been attempting to work off a penalty on one of our sites by undergoing a massive (and expensive) link removal project over the last four months. We are on our third reconsideration request and, hopefully, this last round of link removal will have done the job. I'm hesitant to go in and "de-optmize" the site by changing title tags and changing the anchor text until the penalty is removed, but I'm not sure if that's the right plan of action. I am, however, going to dig into the non-penalized site and change some title tags and anchor text. Any thoughts on this strategy would be greatly appreciated.

SEO updates and rank changes
We have been updating page titles and meta descriptions for a client (not changing ANY links and the content we are replacing is "fluff," no major keywords or any relevant information) yet in the past few weeks, rankings have plummeted. I used the SEOMoz grader to check and make sure we have the keywords in there, in the right places for the updated page source info, and we're getting A's yet for those same keywords, the website is nowhere to be found. For example for the phrase "organic t shirts," we get an A for this page: http://greenpromotionalitems.com/organic-t-shirts.htm but when searching organic t shirts, no Green Promotional Items... Ideas?

PageRank Updates Again
Toolbar PageRank updates seem quite frequent this year. When they did the re-update in July after Twitter stuff-up I thought they were going to settle down for a while. Now in August there is a new one. From what I can see the data is refreshed and the snapshot seems to originate from at least 29th July with the calculated values as recent as 25th July. I wonder why they're doing this and what they are up to...
