How should I use the 2nd link if a site allows 2 in the body of a guest post?

I've been doing some guest posting, and some sites allow one link, others allow more. I'm worried I might be getting too many guest posts with multiple links. I'd appreciate your thoughts on the following:
1. If there are 50+ guest posts going to my website (posted over the span of several months), each with 2 links pointing back only to my site is that too much of a pattern? How would you use the 2nd link in a guest post if not to link to your own site?
2. Does linking to .edu or .gov in the guest post make the post more valuable in terms of SEO? Some people recommend using the 2nd link to do this.

I'd say use both links for information that is relevant to the post and serves to enhance the post, and if those two links aren't enough, write such an awesome post that you'll be given an exception because the post just wouldn't work without those resources.
I manage YouMoz, where people can guest post for Moz. We don't have a number limit on links, it's just what makes sense. I'll have a post submitted with no links that I return because it needs links, I'll have a post with links that need to be removed, and I'll have posts that have a valid reason for each of the 25 links they include in the post. http://moz.com/blog/dusting-the-website-for-spring-optimization-seo-cleaning is one post that would not have been published if there had been no links, or we limited the author to just two links.

You should use your authorship link as the authority citation, not the links in the post. Out of 50 posts, maybe a couple could have a single link to your site and those should also have links going to other authoritative content on the topic--don't make them to a .edu or to wikipedia (not that those are bad but their so footprint-ish), make them to other sources that advance the thesis of your content. If another one or two had both links to your site, that would likely not harm you, but in the future, who knows?. The rest, I think I'd just link out to good, solid, non-footprinty type resources unique sources that have decent trust on your topic--some with links going to multiple resources, some with just one--the point is that your post should work to be as authoritative as possible, not appear to be a vehicle for links back to your site.

Low quality links
Hi I have found a lot of links from a majestic report (not found on moz open site explorer). inwhich I have found lots of links from 2010 and possibly earlier which either I can't get hold of the webmaster. Is a disavow the right way to go if I can't get them removed myself? Also I have noticed that there are a lot of free directories listing new pages from our site and I am concerned Google are going to find these. Potential spam issue - back links
Hi - we have a client whom we work with for SEO. During a review we noticed in Webmaster Tools, there was an IP address with over 30,000 links to our clients site. The IP address is 92.60.0.123. From looking up the IP address details, it looks like it is based in Europe - but we are unable to establish what it is, where the links are and who created it. We are concerned it could be a potential spammer trying to cause an issue with the SEO campaign. Is there any way of finding out any more details apart from the basic information about the location of the IP address? Also - if we submit a disavow via webmaster tools, we are unsure what issue it will have on the clients site if we do not know what it is and the type of links it is creating. Any ideas? What EMD Meta Title should we use and what about getting links to the same C-Block IP?
Situation: Recently I encountered two problems with both internal and external SEO for my company websites.

What would be a preferable Meta Title for the EMD websites (homepage/subpages)? Keep in mind that the domains are EMD. The homepage will target the most important keywords and should not compete with subpages. Options for the homepage:
1. Vakantiehuizen Frankrijk | Alle vakantiehuizen in Frankrijk op een rij!
2. Vakantiehuizen Frankrijk | Vakantiehuizen-Frankrijk.nl onderdeel van Vakantiehuizen-Verhuur.nl
3. Suggestions? Options for the subpages:

3. Suggestions? And concerning the keywords in the beginning; is it wise to use both plural and singular terms in the meta title? For Example:

Is this also applicable if one website links out to different websites with the same C-Block IP? Big Brands Still Paying For Links!
We have been spending a lot of time creating unique and relevant content that is helpful to users in order to garner natural links. However, I still see large companies getting paid links to their site. They still rank despite the paid links - many higher that before thanks to the increased brand/domain authority bias by Google. I have seen a number of blogs with posts that have dofollow links to sites like Amazon and Dirtdevil. Are small businesses just getting buried or am I being too cynical?

Partner Site Hit with Penguin - Links hurt me
I work for a network of international websites, the site I work on is for Canada. Our partners in Australia were hit by penguin hard because they hired a black hat SEO guy and didn't know. He was creating profiles on highly authoritative sites and keyword stuffing them. Now, they've completely dropped off the SERP. This is where the issue occurs, because we are all international partners we are all linked together on the header of every page so visitors can choose their country. Now, because they were hit hard and we have reciprocal links (not for rankings but for usability) will we be affected? It seems like we have, but I just want some opinions out there. Also, should we go ahead and stop linking our sites between countries to avoid this mess?
