Does Google differentiate between a site with spammy link building practices from a victim of a negative SEO attack?

I've be tasked with figuring out how to recover our rankings as we are likely being hurt by an algorithmic penalty. I have no idea if this was the workings of a previously hired SEO or the result of negative SEO, **how does Google differentiate between a site with bad/spammy link building practices from a victim of a negative SEO attack? **

Thanks for the replay Marc, that clears up my confusion.
I had chance to ask John Mueller (from Google) what to do about spammy backlinks and he automatically assumed I was up to no good. I've never bought a crappy link in my life. Previously hired SEOs and/or unscrupulous competition were likely the culprits. We can take accountability for ignorantly hiring shady link builders but apologizing for being a victim of negative SEO is flat out ludicrous.

In general Google doesn`t differentiate between them - if you get the chance or better take the chance to get in a dialog or direct contact with Google (f.ex. using the reconsideration request) they can get this information. But I doubt that they care about that. Unfortunately you have to do the same work in both cases: clean up the mess.

NOFOLLOW Links: Can we 100% ignore them for SEO purposes?
Some SEO articles say we can completely ignore NoFollow links. Other articles say they still matter - but then are very vague on what they count for or against. So which is it really? I do realize that they can provide traffic, and for that they are worthwhile. But it is SEO I am asking about... The SEO purpose I am most concerned with is the Link Profile. Separating the Follows from the NoFollows often gives really different anchor text distributions. If they don't matter, why do MOZ and other SEO Analysis programs still include them in their standard reports? (I can see some benefit to having them as part of the in-depth reports) So what's your thoughts? Can we 100% ignore the NoFollows for our SEO analysis?

How can you get the right site links for your site?
Hello all, I have been trying to get Google to list relevant site links for my site when you type in our brand name, Loco2 or for when Loco2 comes up in a search result. Different things come up when you search Loco2 and Loco 2. We would like site links to look like how they do when you search Loco 2. However Loco2 is our brand name, NOT Loco 2. Does anyone know why Google is doing this and whether we can influence results? We have done as much as possible via Google webmaster, in terms of specifying the links we DO NOT want Google to list for Loco2. However, when you search "Loco2", results only show simple site links. Ideally what we want is: Loco2 to be recognised as the brand NOT Loco 2 The same results (substantial, identical) for Loco2 as for Loco 2 (think o2 and o 2) For the site links to reflect the main pages of our site (Times & Tickets, Engine Room forum etc.) Many thanks in advance! Limit number of links in a page, how to build the menu?
Hi, One of the first SEOMoz tool recommand to me, is to avoid multiple links on the same page. This is fully true, i've more than 600 internal links placed in a menu on the header.

This means that each page contains these 600 links at least. User-experience wise, i need to keep this multi-level menu accessible. What would you suggest me ? => No-follow on the links would be useful and not penalizing (if i still have other do-follow links to these pages) => Javascript menu, so that i can't be crawled by google => Any other suggestion? Google not visiting my site
Hi my site www.in2town.co.uk which is a lifestyle magazine has gone under a major refit. I am still working on it but it should be ready by the end of this week or sooner but one problem i have is, google is not visiting the site. I took a huge gamble to redo the site, even though before the refit i was getting a few thousand visitors a day, i wanted to make the site better as i was getting google webmaster errors. But now it seems google is not visiting the site. for example i am using sh404sef and i have put friendly url in the site and on the home page it has its name and meta tag but when you look at google it is not giving the site a name. Also it has not visited the site since october 13th Can anyone advise how to encourage google to visit the site please.

Help: Google Time Spent Downloading a Page, My Site is Slow
All, My site: http://www.nationalbankruptcyforum.com shows an average time spent downloading a page of 1,489 (in milliseconds) We've had spikes of well over 3,000 and lows of around 980 (all according to WMT). I understand that this is really slow. Does anyone have some suggestions as to how I could improve load times? Constructive criticism welcomed and encouraged.

External Sitewide Links and SEO
I have one big question about the potential SEO value -- and possibly also dangers? -- of "followed" external sitewide links. Examples of these would be: a link to your site from another site's footer a blogroll link a link to your site from another site's global navigation Aside from the link's position in the HTML file (the higher the better, presumably), are these links essentially the same from an SEO point of view or different (and how)? There used to be an influential view out there that the link juice value of a sitewide link was the same as that of a single link (presumably from the linking site's home page), even though a sitewide link may in fact result a huge number individual links. Is this true or false? What is the math here? Should one worry about having "too many" sitewide links, in the sense that this may raise red flags by way of the algo? I talked to someone a few months ago (before the recent algo updates) who believed that he had got a minus 10 penalty or whatever it was for getting too many sitewide links We offer website design and development as well as SEO, and we put a keyworded link to ourselves in the footer. I think this is a fairly common practice. Is this a good or bad idea SEO-wise? One opinion is that for external sitewide footer links, you should best have a dofollow link on the home page, but nofollow it on all other pages. What is your opinion about that? Is there anything else that is distinct, interesting or important about sitewide links' SEO value and pitfalls? Thank you!
