One service - multiple locations

Just started working on a website with 2 services and a LOT of locations... So website is something like categorized in states and subcategories are cities... But it only offers 2 services. So each city out of 100 has one page per service...
It seems to me like something not pretty good but I have no experience with such sites. I know that it is ok if you have stores on different locations so you can do local for all them but in this case website owner just wanted to rank high for 100 cities and actually he is doing pretty good...
But I somehow think that may cause problems in future and google could consider it as a spam, no matter of unique content on 100 pages when it is actually the same...
So if you have any advice for this situation, I am listening

My opinion is that if it is still one of the most relevant results in the search for that specific keyword then it will rank. I have seen website rank with 250,000+ duplicated pages.

Impact of multiple links on the same page to the same url (different anchor text) ?
Hi, On our category pages, for every product we have several links pointing to the product : on the image, on the product name, on the short description, on "read more", and a javascript onclick on the entire div. How will it effect SEO to have multiple h1 tags on a page?
I have a client who recieved this advice from his marketing consultant: "If there are multiple h1 tags on a page, this can confuse Google and it may have a negative impact on the keyword rankings. If you could ask your web developer to go in and remove the h1 tags on the header images that would be helpful. This way it will be easier for Google to index your site and will help your keyword rankings." How will it effect SEO to have multiple h1 tags on a page?

Schema.org for a rental site with more than one apartment per address
I am looking for advices on how to best start adopting schema.org for an apartment rental site with more than one apartment per address. I would like to get feedback and suggestions on my initial thoughts. Here are the obvious ones: http://schema.org/Place for the address of the building an apartment is in. http://schema.org/ApartmentComplex for the unique page for each apartment. Is It better to have a blogroll style Homepage to your website? or one main post?
Does a site rank better or is it better to have a blogroll style homepage linking to all of your other post in your website. Or is it better to have one homepage post for the main keyword theme of the website, with the other post titles in a side column?
