Penguin or coincidence?

We have several country specific sites set up as folders of our main domain. We use hreflang tags to get the relevant site served in each country, with mixed success. In about 60% of searches the US site appears.
Beginning in late October our rankings for the US have slowly, but reasonably steadily dropped. Each week we'll see 10 or so keyword rises and 15-30 keywords drop. Generally by 1-3 places. This is much more movement than we were seeing in the months prior to this.
Is this a result of penguin, or just coincidence? The US subfolder is the only one which has seen drops overall, the rest have actually improved slightly during this time period. I would expect any impact due to Penguin to effect the whole domain?
I've been checking through our backlinks and we do a have a handful of bad links, along with a 100 or so which look a little odd and not completely relevant. I have contacted sites and had some of these removed, and created a disavow list with the worst of the rest. I haven't asked for the site to be re-considered yet.
We haven't had any message in webmaster tools re: bad links or similar.

Looks like Page Rank for all our key product listing pages has taken a hammering. They're all getting a PR of 1, even though our domain authority remains ok (it has dropped too, but not as dramatic).

What we're seeing is a lot of yo-yo'ing. This week we had 30 SERP drops and 17 rises, which has been typical for last month. Prior to that we'd see about half of this.
e.g. 'home security cameras' SERPs since mid-Oct has been: 4, 4, 8, 4, 7, 6. This is pretty typical of what I'm seeing. We've not made any real content or site changes in this time.
Traffic wise there has been a 3.5% dip in search over the last few weeks. So not huge.

There was an algo update at the end of october that wasnt really reported on. About 3 days before the end of the month.
If it started there, then I dont think that's penguin. That's something else.
I can't really help with that if it did happen within that time frame. I don't have enough data to say what to specifically check so be sure to do the usual onpage audits/speed/links and go from there. If it happened to your subfolder, then I would worry about the whole domain. I would however, check the whole search results for the affected sub+keywords, what changed, where the competitors are, were videos added, are there more "authority" sites showing, were those ranking and linking to me affected and so on.

Until and unless someone directly from Google chimes in, it's always guess-work because we don't have access to their many algorithms, let alone the database that shows how an individual site is assessed by them.
In your case, it MAY be a Penguin issue, however if you're seeing a steady decline, that's not likely to be Penguin. Penguin is most often seen as an immediate major drop over a single day or a very short time-period.
On the other hand, I've seen countless sites that have had ongoing declines, and in every case, that's been due to a cascading trigger effect situation.
For example, if a site is weak overall, and then an algorithm update (one of their many algorithms, including but far from limited to Panda, Penguin, Above the Fold, EMD...) might flag a site as "deserves to have ranking drops". Then once that happens, as the full spectrum of their other algorithms then get updated, that "now flagged" site is more vulnerable to those other subsequent algorithms that get refreshed.
If you go back far enough in the Google Analytics timeline for Google organic visits, you can often see where a decline first began and pinpoint it to being "near enough" to a known Google update as that "trigger" point. Yet you can't always because they make hundreds of updates every year, and most are not announced or given a name.

Questions on Google Penguin Clean-up Strategy
Hello Moz Community! I was hit with a REAL bad penalty in May 2013, and the date corresponds to Penguin #4. Never received a manual spam action, but the 50% drop in traffic was very apparent. Since then, I've had a slow reduction in traffic, to where I am today... which is almost baseline. Increases in traffic have not occurred regardless of efforts. In researching a little more, I see that my old SEO companies built my links with exact keyterm matches, many of them repeated over and over, verbatim, on different sites. I've heard two pieces of advice that I don't like 1) scrap the site, or 2) disavow all the links. I would rather see if I can get the webmasters to change the link to something generic, or my brand name, before I do either of these. To scrap my site and start new will be damn near impossible because I'm in an extremely competitive niche, and my site has age (since 2007), so rather work with what I have. A couple of questions, for folks who are in the know about this penalty, if I may: This penguin update, #4, on May 22nd, was it ONLY because of the link text? Or was it also because of the link quality? None of the updates before it harmed me, and I believe those were because of the quality? Could it be for links linking from my blog to my site? My blog (ex. www.mysite.com/blog), has close to 1,000 blog posts, and back in the days I would write these really long, keyword stuffed links leading to www.mysite.com. I've been in the process of cleaning these up, and shortening them, and changing them to more generic (click here's), but it is a LONG and painstaking process. If I get webmasters to change text to just the url or brand name, that's better than disavowing, correct? As long the linking site has a decent spam score and PA/DA on OSE? Is having SOME exact anchor text okay on these links? Is it just the abuse that's the problem? If so, how many should I leave? (like 5 max per keyword?) Or should I just change to the url, or disavow altogether, any and all links that have exact keyword matches? I've downloaded my link profile from OSE and Majestic, and will do so from Ahrefs (I believe it is)? Does Webmaster Tools have any section that can help give me insights into the issue? If so, can you point me in the right direction? Can I get partial credit, for some work done? For instance, say a major update, or crawl, happens, and I've only fixed/disavowed 25% percent of the links by then, is there a possibility that I get a small boost in traffic? Or am I in the doghouse till they are all fixed? Say I clean/disavow everything up, will my improvement be seen in the next crawl? Or the next Penguin update? As there may be a substantial difference in time there. 😎 I see AHREFS, has some information on anchor text... any rules of thumb as to percentages of use of a certain anchor text, to see if I'm abusing or not, before I start undertaking all of this? Will aggressive use of branded keywords in anchor text attract Penguin’s wrath?
I'm working on a site for a serviced apartment site http://www.alcove.co.in/ which offers apartments in 9 cities in India. Site was ranking in 1st page of Google for “serviced apartment + city” for 7 cities until sometime in Jan 2013. However organic traffic has been gradually falling since sometime in September 2012 (40% fall this month over same period last year). There’s been no sudden fall in traffic which we may link with any Penguin update. There have been no warning messages in Google WMT. Even today the site ranks in 1st page for 3 cities; however ‘Serviced apartments bangalore’ which was the biggest revenue earner, is not ranked in first 5 pages. My questions are whether will aggressive use of branded keywords in anchor text will attract Penguin’s wrath, does Google makes allowance for case when company's name includes keywords. In our case, company name is Alcove Service apartments, could there be some other reason for fall in ranking/traffic? URL 7% For the above, Brand = ‘Alcove Service apartments’ or ‘Alcove Serviced apartments’ brand+keywords = various combinations of ‘alcove’ + [‘guest houses’ or ‘hotels’ or ‘accommodation’] + city1 + city2… Intriguingly, Open Site Explorer analysis of domain metrics (Domain Authority, Followed Linking Root Domains, etc) ranks Alcove higher than all but one site appearing in 1st page of Google for ‘Serviced apartments bangalore’. Most of alcove’s links are from article directories (no spun articles were used), directories and link exchanges with relevant sites. What Does Penguin Recover Look Like?
Is a recovery from Penguin immediate once Google recognized that you've fixed the problem or is it a slow and steady recovery? I think we may have fixed our issue which is why we're seeing an immediate spike in traffic from Google organic search results. Our daily traffic was up more than 100% in a single day. Optimized page titles post penguin
Just a quick question to hear a few opinions on page titles in a post penguin/panda world. For example, we are working on a large downloads portal that offers Addons for games called FSX and FS2004... Page titles are currently as follows: Concorde for FSX - Civil Aircraft Downloads

How to tackle google penguin algorithmic penalty?
My Website ranking went down mid of april, I sent a Reconsideration request and the reply was : “ We reviewed your site and found no manual actions by the webspam team that might affect your site's ranking in Google. If you've experienced a change in ranking which you suspect may be more than a simple algorithm change, there are other things you may want to investigate as possible causes, such as a major change to your site's content, content management system, or server architecture.” My site was classic asp and i change that to a new word press theme I change the site structure and created new fresh content on the entire site focusing on user experience. But still no positive result in the ranking. I further did a test and created 3 new landing pages that target long tail keywords with low competition. Once these pages got indexed the start appearing on first page for couple of days and then gradually the started to go down in ranking now they are not in the top 10 pages. Now someone told me to buy a new domain and start fresh before i follow this route I would like to if anyone could help me should i buy a new domain and start fresh or should i wait till i start getting my ranking back My link profile according to open site explorer is 190 links from 74 domains and domain authority is 31. Can anyone help please

Penguin/Panda/Domain Purchase
If I move forward with the acquisition: 1. Should I, if there is a way, just acquire the domain and then attempt to unlink existing links? 2. Can I just buy the domain, completely kill the site, and then build again from scratch? Even if I do that, the links to the domain will still be out there. 3. Should I even move forward with the purchase if I know these tactics have been used? Thanks!
