How can I tell if a site is trustworthy and is not / hasn't been penalized by Google?

I'm looking to do some link building for a client and I would like to know if there's a way to find out if a website is trustworthy and is not or hasn't been penalised by Google.

You could do a search using site:domain.com and see what (if any) pages Google has indexed for the site; if there are none, that is a bad sign.
You could also put the domain's URL in Open Site Explorer and take a quick look at the types of links the site has. (I myself have the Moz toolbar installed in my browser so when I go to a site I can quickly get an idea of its authority.)

tools on moz and other sites to see who links to the site as well as seeing if they're ranking well for the keywords you would associate with them. If they've got a penalty they probably won't rank that well

I usually just use the Moz Rank score here using Open Site Explorer. http://moz.com/learn/seo/mozrank

Spam links in spam analyses tool: Referral page doesn't exist anymore
Hi, I have the following problem: The spam analyses tool in MOZ gives me a few links with a spam score of 10 and 9. I want to remove those links and try to contact the webmaster before disavowing the links. I read about being careful with too much disavowing. Unfortunately removing the links isn't possible because three different reasons: The page/subdomain of one referring website that should have a link to my website doesn't exist anmymore (compliance.ikkiesvoorverandering.nl/). The website http://ikkiesvoorverandering.nl does exist, but is almost empty and there is no possibility to contact the webmaster. What do you guys recommend to do in this situation? Any experience with this problem? On another website (with again no contact option) there is a link who directs to a former website, which has a redirect to my current website. I have no Google search console on that old website anymore. Does that make it impossible to disavow the link? What are other option to remove this link? The website that comes up in the spam analyses tool is pretty much empty (http://veensma.jouwbegin.nl/). How can I delete a link from an empty website? Any thoughts? I hope someone can help me with this, Would be glad to here from you 🙂 Lars

Site scraped/Backlink problem?
Hi - I was looking in my Google webmaster tools because we saw a huge jump in backlinks last week. We found this one article with 84,475 total links, which obviously stands out as spam. All the links are from 1 page and 1 domain (financeai.com). This is the article on our website - http://loyalty360.org/resources/article/engaging-customer-atmosphere-at-pizza-patron and webmaster tools says all the links back to it come from this page http://financeai.com/forex/mxn/pkr/q/39665 My question is - should we/what can we do to clean this up? How does this impact our search ranking? We have had some issues with our website getting extremely slow overnight, and we believe the site scraping is really slowing down the site at points. Thanks.

Can this be done?
Hi, Suppose, a page from Wikipedia ranks on 1st position in Google for "keyphrase1". But when you investigate further, there are no backlinks to that page that have "keyphrase1" as the anchor text. Then how come the page ranks for that keyphrase? Regards

Penalized?
In late November, our site experienced a dramatic loss in serps across several pages. Since this time, we have been trying all sorts of recommendations that included adding the +1 button, adding Facebook like button, differentiation link types and so on. At the time that all of this happened we also noticed a few problems in GWT concerning inaccessible pages, pages not found and other problems. We have come really close to fixing all of the technical problems, our pages load quickly and have even added the +1 buttons. Unfortunately, there doesn't seem to be any improvement. Now people are saying that when our site was built, about 5-years ago, the url's had keywords stuffed into them. Admittedly, they are long but from what I have read making a series of redirects may not be an optimal solution and will take a long time to see any potential benefits. All of the listed url's in the image below have been on the first page in google for the listed search phrase. While they are still indexed, they are very difficult to find. I would like to solicit the help from people with real world experience in diagnosing a problem like this one? Is this an offsite problem, onsite problem, hosting issue or something else? Quick Wins and 'Low Hanging Fruit' - how do I identify them?
Hello, I have fairly recently taken up a position as an in-house SEO, having previously had my own (not terribly successful) ecommerce venture, so my SEO experience is at beginner level. I have read a LOT in coming up with a strategy (Laura Lippay's 8 Step Strategy, amongst so much more on here, has been epic), and have come up with something fairly comprehensive. However, it's taken me months! This is partyly due to other non-SEO responsibilities, and partly due to finding my way around all the tools & resources available, how everything fits together and what should be prioritised over what. This is massively inefficient for future projects, or indeed if I ever got a job in agency, and so I need to get quicker/more productive. I keep reading about identifying and capitalising on 'low hanging fruit' - how does one go about this? Details would be hugely appreciated - starting from the bottom up, i.e. keyword research, competitive & backlink analysis, link building etc. For the record, I have zero coding capabilities (something I plan to rectify one day soon) and so my strategy revolves primarily around content and outreach, rather changing site architecture.
