Disavow links and domain of SPAM links

Hi,
I have a big problem. For the past month, my company website has been scrape by hackers.
This is how they do it:
1. Hack un-monitored and/or sites that are still using old version of wordpress or other out of the box CMS.
2. Created Spam pages with links to my pages plus plant trojan horse and script to automatically grab resources from my server. Some sites where directly uploaded with pages from my sites.
3. Pages created with title, keywords and description which consists of my company brand name.
4. Using http-referrer to redirect google search results to competitor sites.
What I have done currently:
1. Block identified site's IP in my WAF. This prevented those hacked sites to grab resources from my site via scripts.
2. Reach out to webmasters and hosting companies to remove those affected sites. Currently it's not quite effective as many of the sites has no webmaster. Only a few hosting company respond promptly. Some don't even reply after a week.
Problem now is:
When I realized about this issue, there were already hundreds if not thousands of sites which has been used by the hacker. Literally tens of thousands of sites has been crawled by google and the hacked or scripted pages with my company brand title, keywords, description has already being index by google.
Routinely everyday I am removing and disavowing. But it's just so much of them now indexed by Google.
Question:
1. What is the best way now moving forward for me to resolve this?
2. Disavow links and domain. Does disavowing a domain = all the links from the same domain are disavow?
3. Can anyone recommend me SEO company which dealt with such issue before and successfully rectified similar issues?

I'm afraid there's no easy answer. The security side is beyond the scope of Q&A (it's just too dependent on your platform/host/etc.), but locking that down is definitely the biggest and first step. Obviously, though, you can't stop third-party sites from getting hacked.
Disavow can be done at the domain level. There are some oddities, like Wordpress.com (where sub-domains act more like stand-alone domains), but for most sites, if most links are malicious, lock down the entire incoming domain.
Make sure your core links are clean. If you have a solid base of links, and you're not dealing with a lot of quality issues, it's tough for these kinds of hacked links to cause as much harm. Google knows this happens. Unfortunately, if your core link profile is a mess or week, then it's a lot easier to take damage. So, this is a battle on two fronts - stop the attack and, at the same time, clean up your core link profile and strengthen it as best you can.
There are a lot of link removal tools now, but honestly, they're a starting point. You need to dig in and evaluate what they give you, so that you're not taking out links that are potentially good. Right now, this is a labor-intensive process, I'm afraid.

Yes, I would be disavowing at a domain level (not even subdomain) with a view to blocking everything you find.
How have you been gathering link data? Webmaster Tools? Ahrefs? Majestic? OSE?
Ideally you need to create one master list of everything you can find and start from there. It isn't going to be a quick fix though because if you have been caught by Penguin, you wont get out of any penalty until it is re-run again. All you can do is prepare for when that run happens.
If you haven't yet been caught by Penguin, then you would be saving yourself a lot of worry by getting this resolved before the next refresh happens.

Outbound Links
I have a page on upstrap-pro.com that provides weights of cameras and lenses. The user/buyer of my on-slip camera straps needs to know the weight his camera and lens to determine the proper pad size... large to small. We have put together a long list of the most popular customer cameras. The way it was done (by my daughter) was to also provide a via a link to dpreview.com which is an excellent site for camera information including specifications etc. My personal feeling about this is mixed. I can do it by having it open dpreview.com in a new tab but then the user/customer could still get distracted and go down the rabbit hole. On the other hand dpreview is such a good site that if they are new to photography and don't know about it, they should. I don't get a dime from dpreview. If fact I doubt they would ever link back to me because they do not write about camera straps. I hear mixed things about outbound links. In this file there are quite a few outbound links to dpreview to keep it consistent. I could do a nofollow on all of them but I read that this is the easy way out. Google is jump ball and I have no clue what Cutts and his merry men are going to decide is cool or not cool. I'd like some thoughts or options... Thanks... A small part of the file below. Redirect non www. domain to WWW. domain for established website?
Hey guys, The website in question has been online for more than 5 years but there are still 2 versions of the website. Both versions are indexed by Google and of course, this will result in duplicate content. Is it necessary to redirect the non-www domain to the www. domain. What are the cons and advantages? Will the www. links replace the non-www links when it comes to keyword rankings? Thanks.

Link Indexing Thoughts
We have have several promotional Articles put out for a few client sites, (posted on sites - not article directories) That was in Sept, it looks like they have not yet been indexed - any ideas on best to get them indexed? Not just these, but a lot of external links indexed quickly -Google seem to be slowing getting to them (big web after all....)

Link building question
ok so we paid the top firm in seo to help us build an seo strategy and i think we have a good one. We are changing our link building tactics and making more Pr related links and creating awesome content on blogs or our own site to generate traffic and links to our site. We have data from our engineer which should be interesting and we are going to sponsor events, do some link baiting with some of our articles, get a pr firm to get us some good articles on major sites and go to events around phily where we will have unique content and a unique perspective such as car shows ect. The problem is even though all the content will be linked to our site how do we link them. We got hit by penguin but in these articles or blogs should we use the anchor text for the word we are using. The company says dont do it right now bc we got hit with penguin and should only use the brand. I have no idea how only using the brand and not the keywords will magically make us rank for certain keywords. Anyone have an opinion. Thank you and we do pretty well with seo but we did get little bit of a hit with penguin that we are eliminating links and making a new way of thinking when it comes to link building. We also just hired a designer so we are going to build 100s of pages on the site to increase seo with unique content and that is also a goal of ours for the year. We have two marketers on staff and 4 programmers so we are able to do anything. Our urls are terrible but the rest of the site is pretty good

Country Specific Domains
Is there any type of "best practice" for country level domains? I run a TLD .com, and have a few country specific domains (.co.uk, .eu, ...). Right now, I'm not doing anything with them. Previously, I had them redirected to the main .com, but didn't want to anger the Google gods with any type of duplicate content, redirects, or anything of that nature. Any suggestions on how to best utalize these domains?

Eliminate all comment handle links to avoid even the appearance of comment spam?
I've stopped putting my url behind my handle on the blogs in which I participate, out of the fear of the appearance of comment spam. It's not comment spam, we're talking about real interactions on a few blogs and forums. What do you think? If it is limited to a handful of domains on which I am active, and there are no indications of comment spam in my overall link profile, is a handle link a bad idea? The real purpose of the link is not to gain any link juice, but to direct the people I interact with in these comment conversations to my site if they would like. But it's not worth the risk of a google-slap.

HTTP301 or link ?
We have a page on a website (let's name it ABC) which ranks very well on Google for a specific keyword but this keyword is not the main activity of website ABC. For this reason we created website XYZ for offering the services related to the specific keyword. How shall we redirect the visitors from website ABC to website XYZ so XYZ gets all the weight ? Is it best to do an HTTP301 from the specific page on site ABC or from site ABC, remove nearly all content related to the keyword and create a link to website XYZ ? Your advice is well appreciated.
