SEO When Teaching English To Russians

My girlfriend is from Saint Petersburg, Russia and now lives in Toronto, Canada. She's been teaching English to Russians for 3 years in person and on Skype, and now wants to start a website to get more 1-on-1 clients and sell online courses, which I have a lot of experience in.
If you don't feel like reading my notes below, I'll summarize my main questions here: Would you lean to creating the site more in English or Russian language or both equally... with a .com or .ru or both (2 sites)... hosted in the U.S. or Russia?
I've been reading a number of excellent threads about strategies and tactics for online marketing in multiple language (including some here on Moz), but am still confused about how best to approach this. Here are some notes:
-Some prospects will search for her services in English and some in Russian (probably more in Russian).
-If I build her a site primarily in English, she can take advantage of my experience in English keyword research, SEO, competitor research, and so on. If I build her a site primarily in Russian, I can still do those things, but not as efficiently or effectively.
-If I were thinking first and foremost of our users, which is obviously a good place to start, the site would be in both English and Russian, but I've read that if a site has both English and Russian text, and is a .com instead of a .ru, that can really hurt its chances of ranking in Russia's Yandex search engine, which is used more in Russia than Google. Along the same lines, although most SEO sites are saying that it doesn't matter where you host a website these days, an exception seems to be that Yandex does reward sites that are hosted locally. Are these assertions true?
-At first I assumed that organic search competition is lower in the Russian language, but I don't really know. I've also read that Yandex really rewards older domains and that it can be hard to beat them, which means competition may be quite high.
So my questions again are: Would you lean to creating the site more in English or Russian or both... with a .com or .ru or both (2 sites)... hosted in the U.S. or Russia?

If your girlfriend wants to target Russian living in Russia, then you have to go for a .ru domain name and optimize the website thinking at Yandex as main search engine, even though Google is growing very fast right now in Russia too, especially thanks to Android Smartphones, which obviously have Google as main search engine.

The problem of a .ru domain is that - in Google - it is automatically geo-targeting Russia, so it would be impossible (or very hard) to have a subfolder like www.domain.ru/en/ being able to rank well in Google.com or Google.ca.
For that reason, my suggestions is to create the English version using a generic domain.
Regarding to your question about hosting the .ru domain in Russia or in the US, you could go for a third option:
Hosting in the USA but with a Russian Ip.
Finally, ranking in russian in Yandex is not all that easy as you may imagine

Correct Hreflang & Canonical Tags for Multi-Regional Website English Language Only having URL Parameters
Dear friends, We have a multi-regional website in English language only having the country selector on the top of each page and it adds countrycode parameters on each url. Website is built in Magento 1.8 and having 1 store with multiple store views. There is no default store set in Magento as I discussed with developer. Content is same for all the countries and only currency is changed. In navigation there are urls without url parameters but when we change store from any page it add parameters in the url for same page hence there are total 7 URLs. 6 URLs for each page (with country parameters) and 1 master url (without parameters) and making content duplicity. We have implemented hreflang tags on each page with url parameters but for canonical we have implemented master page url as per navigation without url parameters Example on this page. I think this is correct for master page but we should use URL parameters in canonical tags for each counry url too and there should be only 1 canonical tag on each country page url. Currently all the country urls are having master page canoncial tag as per the example. Please correct me if I am wrong and **in this case what has to be done for master page? **as google is indexing the pages without parameters too. We are also using GEOIP redirection for each store with country IP detection and for rest of the countries which are not listed on the website we are redirecting to USA store. Earlier it was 301 but we changed it to 302. Hreflang tags are showing errors in SEMRush due to redirection but in GWT it's OK for some pages it's showing no return tags only. Should I use **x-default tags for hreflang and country selector only on home page like this or should I remove the redirection? **However some of the website like this using redirection but header check tool doesn't show the redirection for this and for our website it shows 302 redirection. Sorry for the long post but looking for your support, please.

International corporate SEO - menu and preferences
Hi all, for internationalization we have used subfolders structure (e.g. domain.com/us/) and since we have approx 150 countries to cover, then country selector is quite a link-base, especially if pages itself can have even several hundreds of internal links as well. Currently, all links to other countries are set as rel="nofollow" and I'm planning to change them to "follow" to distribute a juice. Do you please have an experience with such internal links voluminous websites and this follow/nofollow settings? Also we are having and issue with other countries outperforming local search. So for example in US, searching for kind of "Brand America" keyword, our UK branch outperforms US. Hreflangs are set in the sitemaps and each branch (country) is set in search console correctly as well. Since there are some issues with sitemaps (e.g. not actual links, or links returning 404), I assume that google is not using these sitemaps therefore hreflang information is lost as well. For My International Sites only Homepage in other Language rest Pages are in English. Hreflang required here?
Hello All, For my ecommerce site at my homepage there is an Language option of 9 different countries. My main site - abcd.co.uk and other sites are like this se.abcd.co.uk, fr.abcd.co.uk, es.abcd.co.uk etc From my main site if user clicks on fr.abcd.co.uk then France site will open but when he click on any link it will redirect to my UK site. On France site homepage if user hover the cursor then links are visible of UK site only. My query is ;- Do it required here to implement hreflang? As only homepage is in different language? Do it anything wrong in google point of view? Thanks!

I am concerned because I see the "English text" when I view the source-code on the "German site", and I wonder if this is really acceptable? International SEO Question with regards to Sub Folders in Webmaster Tools
So, we have a website in 18 or so different languages. bluewidgets.com/br bluewidgets.com/cn etc I have added each sub folder in Google Webmaster Tools and 'pointed' them to be at their respective geographic specific. However, the United States version of the website is sitting on the root domain. Is there any issue with me pointing the root domain at United States Google, considering there are 18 sub folders already pointed at different regions?

Ranking local content against English content
Hi SEOMoz, If I have a site that has multiple language selection, how would it be possible for my site with localized content to rank higher than the default/English content? For example, in Google.co.th, my site with English content (http://www.xyz.com/en-us/) ranks higher than the localized content (http://www.xyz.com/th-th/). How is it possible for me to turn things around and ensure that for local markets like Indonesia, Thailand, Vietnam, China etc the localized content organically ranks higher than the default-English page? Australia specific SEO tips?
For those who are conducting SEO here in Australia: A lot of the info I read, and there is a lot, is generally from the States or UK it seems. Are there any things in particular I should look out for when doing SEO in Australia? Are there any SEO tips that are particular to Australia only? What directories are a must in Australia?
