D.A. and Link Juice from certain websites

Hello,
i'm a bit confused concerning some link buildings.
What happens with backlinks from blogs coming from powerful domains such as abc.yahoo.com or abc**.over-blog.com or abc.blogspot.com?** Meaning, everyone that creates a blog over there will have a PA of 0/100 but a DA of 80 or 90/100.
Will Google consider DA on these cases?I'm confused because it can't be that simple that someone creates a website, and after some months they will have like 10 PA but still the 90/100 DA and their links can be a powerful backlink.
Can you explain me how Google sees that?
So, if I have a link coming from a blog on those domains will it be better than any other with same PA but lower DA?

Apologies for the long wait for a response! It's sort of a convoluted answer.
For practical purposes, the search engines treat subdomains as their own separate domains. So, even though Blogger.com has a DA of 92, if you were to start a blog there you'd still be "starting over" when it comes to building link authority. A new blog there will notbenefit from blogger.com's existing authority.
Where Open Site Explorer and the Mozscape index are concerned, though, you'll still see a DA of 92 on that new, not-yet-established blog. In the simplest terms, that's because OSE calculates _domain _authority, not subdomain authority.
So, in this case, Page Authority would be the better metric by which to evaluate your new blog, as it will be specific to the home page at yourblog.blogger.com.

Are These Links Junk?
I hired an SEO to create incoming links to me website insisting that only white hat techniques be used. The SEO was highly recommended by a family friend. In 3 months about 14 links to my site were obtained. The URLs for the domains where the links originate are below. I paid $8,000 for the services of the SEO provider to create the links over 4 months. When I looked at the links more carefully I noticed that the sites did not seem to have owners. That there was no phone number, physical address and scant information about ownership. I also noticed that most pages had outgoing links of a promotional nature. Also, that content created for me had grammatical and occasional spelling errors. The links did not look bad in terms of MOZ domain authority and MOZ page authority, but when I went subscribed to AHREFS a few days ago and evaluated the links, I noticed that the URL rating (somewhat equivalent to MOZ page authority) was really low. Furthermore, noticed that one of the domains solicits paid links from gambling sites. The SEO who sourced the links on my behalf says he will explain why I "have nothing to worry about". Dividing his monthly fee by the number of links and I paid $571 per link. Is it possible the the below domains could have pages that I would want links from? Would these links be potentially worth more than a few hundred dollars? O are these sites more like a cheap PBN or maybe "the hoth". If the links are in fact good I would be delighted. But if they are of poor quality could I legitimately ask for a refund? Also, are these domains so bad that it is imperative for me to get the links removed? <colgroup><col width="198"></colgroup>

Redirect Juice?
Hello all! I have a partner site that is linking their product page (step 1) to our product page (step 2) and then we instantly forward them to our shopping cart page (step 3) with that product added. Will my product page (step 2) get the SEO juice from our partners link (step 1) even though we instantly forward to our shopping cart page (step 3)? Curious about ways to technically do this correctly. Thank you!

Website not ranking
Firstly, apologies for the long winded question. I'm 'newish' to SEO We have a website built on Magento , www.excelclothing.com We have been online for 5 years and had reasonable success. Having used a few SEO companies in the past we found ourselves under a 'partial manual penalty' early last year. By July we were out of penalty. We have been gradually working our way through getting rid of 'spammy' links. Currently the website ranks for a handful of non competitive keywords looking at the domain on SEM RUSH. This has dropped drastically over the last 2 years. Our organic traffic over the last 2-3 years has seen no 'falling off a cliff' and has maintained a similar pattern. I've been told so many lies by SEO companies trying to get into my wallet I'm not sure who to believe. We have started to add content onto all our Category pages to make more unique although most of our Meta Descriptions are a 'boiler plate' template. I'm wondering.... Am I still suffering from Penquin ? Am I trapped by Panda and if so how can I know that? Do I need more links removed? How can I start to rank for more keywords I have a competitor online with the same DA, PA and virtually same number of links but they rank for 3500 keywords in the top 20. Would welcome any feedback. How to Have Flat Navigation w/out Diluting Link Juice
I have a client with a very flat navigational structure relying on a menu with CSS hover dropdowns using simple items to get to just about every page on the site through the main navigation on every page. They want this ability to remain. The issue is stat is send link juice all over and does not concentrate into pages that are key search landing pages. I don't want to "no Index" "follow" the less important pages since there are some brand related long tail searches that I would want these pages found. These are useful pages to consumers who are already engaged with the brand, but not ones we would not care to rank for outside of branded search. If there was a way to have some links be non-crawled via javascript (or some other method) and those that are more important use a more standard html type link that would seem ideal. Does anyone have a suggestion for menu tool or technique for exposing to consumers all the links to consumers but restricting google bot's path while being in line with Google Webmaster guideslines? Transfer link juice from old to new site
Hi seomozzers, The design team is building a new website for one of our clients. My role is to make sure all the link juice is kept. My first question is, should I just make 301s or is there another technique to preserve all the link juice from the old to new site that I should be focusing on? Second Question is that ok to transfer link juice using dev urls like www.dev2.example.com (new site) or 182.3456.2333? or should I wait the creation of real urls to do link juice transfer?
