Do footer links apply too many on-page links?

We tend to put a a lot of links in the footers of some of our websites (e.g. www.AlohaWhistler.com). Our CAMPAIGNS report is showing that several pages on such sites have "too many on-page links". We understand the logic that having more than 100 links per page is "too much". Does this also apply to footer links?

While many of the links in the footer of www.AlohaWhistler.com (used as an example) are valuable and interesting some of them don't link to "money" pages. e.g. we see footer links to "Homes", "Condos", "Townhomes", etc as important and such pages are listed higher in the page but other links may be valuable to some visitors but not as vital to pump link juice to (e.g. "Our Team", "Reviews", etc.)
I have always been unsure about the balance of adding some links in footers, etc that may be value to some visitors but aren't really a priority for link juice / search engine rankings.
Normally I would only be concerned about reducing the number of footer links if we start seeing reports of "too many on-page links".
I welcome any discussion about this.

Does it apply to footer links? I would say "Yes"... but your footer links don't look too bad... Some look like they go to valuable and interesting content that could be promoted higher on the page?

I have been reading alot on SEO and there is something confusing about having "Outbound links. External Links." on your main ranking page. Some say that We shouldn't have any out bound links. Question Re Cornerestone Page And Anchor Text For Internal/External Links
Suppose I create a cornerstone page with the targeted keyword "Dog Collars". I write a dozen articles on various dog collars and point a link from each article to my cornerstone page. Should the anchor text for the links from each of those articles to the cornerstone page be "Dog Collars" or should they vary, but still be relevant to "Dog Collars" for best SEO? Should half of them be "Dog Collars" and the other half various? Also, if I have 12 articles and all of the anchor text is already "Dog Collars", should I go back and change them so that they all don't say the same thing? "City page" links in footer of home page: Spammy?
Is listing a bunch of links to city pages in the footer of a home page considered "spammy" to Google? (ie- Chicago Alarms, Illinois Alarms, Naperville Alarms, etc.) What are the negative affects this might have on ranking, if any?

Why does my on-page report card say my page title is 403 forbidden when its not?
