How do you handle a site with inherited negative links, but no penalty?

I'm trying to rank a new client for various key phrases that contain "it support."
The problem is that about 100 of their 180 total referring domains have links that include "it support" (usually as partial match, or if exact then for uninteresting terms with low traffic), mostly on quite low quality directories.
So, no penalty, and not much exact match I'm worried about, but I'm concerned that there's too high a percentage overall of partial match or simpy "it support"-based links for me to continue building keyword-optimized links to try and rank for the much harder terms we need to rank for...
Despite the large number of low quality directories, a disavowal does not seem like a good idea since there is no penalty, but how does one avoid being handicapped by such bad links that came before one's time?

If the links are low quality disavow them, better to be proactive rather than wait for a penalty then having to go through the process anyway.

I agree with Vijay. If you know they are low-quality links you should act to have them removed.
We have a client with the exact same issue. They had paid an SEO in the past to do some work and it would appear that the majority of that work was building incredibly poor quality links, including, but not limited to, creating entire sites with links solely back to the client's site.
We've spent the last few weeks clearing up the bad links, and there is still more to be done. We did pre-warn the client that this work was going to be carried out and explained that there was a potential of a drop in rankings due to it. Fortunately in this case, due to the other work being carried out, we didn't see an overall drop.
I would hate to be having a conversation with a client in a few months once they've been hit with a penalty saying "Yes, we knew there was a problem, but we ignored it because it wasn't causing a direct issue at the time"

Thanks for the advice, but I don't think disavowing links without a penalty in place sounds like a good practice. Would love to hear from some others on this subject?

First of all have you reviewed all the links on link Quality metrics and analyzed it well?

If your website is not impacted till now, it doesn't mean that it won't be impacted in future, google and other search engines are getting smarter by the day and don't ever be complacent or over-smart with search engines.
Disavow low-quality links and move on to build a higher quality link profile.

Site deindexed after HTTPS migration + possible penalty due to spammy links
Hi all, we've recently migrated a site from http to https and saw the majority of pages drop out of the index. https://www.relate.org.uk/ One of the most extreme deindexation problems I've ever seen, but there doesn't appear to be anything obvious on-page which is causing the issue. (Unless I've missed something - please tell me if I have!) I had initially discounted any off-page issues due to the lack of a manual action in SC, however after looking into their link profile I spotted 100 spammy porn .xyz sites all linking (see example image). Didn't appear to be any historic disavow files uploaded in the non https SC accounts. Any on-page suggestions, or just play the waiting game with the new disavow file? Hku8I

Ecommerce Site homepage , Is it okay to have Links as H2 Tags as that is relevant to the page ?
Hi All, I have a Rental site and I am bit confused with how best do my H Tags on my homepage I know the H1 is the most important, Then H2 Tags and so on.. and that these tags should really be titles for content. However, I have a few categories (links) on my homepage so I am wondering if I could put these as H2 Tags given that it is relevant to the page . H3 Tags will my News and Guides etc , H4 Tags will the whats on the footer. I am attached a made up screenshot of what I propose for my homepage if someone could please give it a quick look , it would be very much appreciated. Can you recover from "Unnatural links to your site—impacts links" if you remove them or have they already been discounted?
If Google has already discounted the value of the links and my rankings dropped because in the past these links passed value and now they don't. Is there any reason to remove them? If I do remove them, is there a chance of "recovery" or should I just move forward with my 8 month old blogging/content marketing campaign.

Do links to PDF's on my site pass "link juice"?
Hi, I have recently started a project on one of my sites, working with a branch of the U.S. government, where I will be hosting and publishing some of their PDF documents for free for people to use. The great SEO side of this is that they link to my site. The thing is, they are linking directly to the PDF files themselves, not the page with the link to the PDF files. So my question is, does that give me any SEO benefit? While the PDF is hosted on my site, there are no links in it that would allow a spider to start from the PDF and crawl the rest of my site. So do I get any benefit from these great links? If not, does anybody have any suggestions on how I could get credit for them. Keep in mind that editing the PDF's are not allowed by the government. Purchased new site with good SERP ranks, do I operate and build links or redirect the TLD?
I recently purchased a blog within my product category - it has many first page rankings for difficult keywords within my niche. I am wondering if it makes more sense for for me to continue to operate this blog and build links to my site and blog (blog is in wordpress) or to export the XML feed and upload the content to my blog (new site also in wordpress), at which point I would do a 301 at the Top-Level domain. Any thoughts, ideas, or personal experiences would be greatly appreciated. Thanks!

Making a site back link checker proof
Is it possible to make your site un readable by the back link checkers such as open explorer ? Or would it have a negative effect on search engine rankings. Sorry I have been in the business for 10 years and it has never crossed my mind. Figured I would say that before I get all the "I can't believe you don't know that" type comments 🙂
