There are SEO benefits to external links, but should they be nofollow?

I just read a great article on the SEO benefits of external links to relevant authoritative sites. But it didn't state if the benefits still existed if the external links were nofollows.
The article concluded: “Outgoing relevant links to authoritative sites are considered in the algorithms and do have a positive impact on rankings.”I found this old article on the subject, but opinions on the nofollow issue were mixed:

This is not gospel. It is an old fart kibitzing....
Nofollow is supposed to mean... "we don't vouch for this"... or... "these people paid us"... or... "don't count this"... or.... "we don't trust this".... So, on that basis, I would not add nofollow these links if I wanted them to be helpful.

Link Building Strategy?
If I use unique content written from writers & post it to good sites (free blogs, bookmarking, directory, articles sites, etc.) having nice good cache, good PR, different IP's do i still have a chance of get hit by Spam actions of google? Planning to do like just 30-50 a month all with unique content or say 1 unique content then re-written & used not more than 3 times. If not this then What else would you suggest? One more thing to add up, like i have 1000+ pages out of which i have like 80-90 pages that matters to me (important pages) then how do I spin the anchor text between all the pages. Should i spin them between 1000+ pages or use only 80-90 IMP pages. If the content is 300 words let say then how many anchor tags should i have?

International SEO
We want to expand to a few new regions internationally. My question is if we register sites in different geographies and upload our exact site to these web addresses (exact duplicates) so our web addresses will then be www.mysite.co.uk (current site) www.mysite.com (new intended site) www.mysite.com.au (new intended site) and add rel=“canonical” linking elements to prevent duplicate content issues.Will our content production on our current site www.mysite.co.uk retain its value within all the other sites. Biggest Benefit for Footer Links "Created by ___?"
Greetings Mozzers, I wanted to see how I can get the most bang for my buck in regards to footer links back to my site. I understand that the footer is one of the weakest areas for links, however, I have many sites that I have done and want to get the most benefit from the footer area where I say created by etc. First Question: Is there a chance to get some value at of this area? Second Question: What is the best structure to use to get the most benefit from this opportunity? If there is zero value within this region and I can't get any benefit, would the following penalize me? Current Structure Used: Powered by MonsterWeb (On hover the title tag reveals a small 10 word sentence about us.) Additional clarification would be greatly apprecaited.

Does the number of links on a page metric include repeated links?
Just wondering if the number of links on the page metric includes links that are repeated? So, if I had 100 links to one page would this count as 100 or 1 link?

On-site links
Hi everybody, There's a lot of information about getting sitewide backlinks, but so few about on-site optimization. Is there a maximum of links to put on a page ? Is there a maximum of link that a page should receive ? etc ... ? So, what is the optimal strategy ? And I'm only concerned about on-page and on-site link, not backlinks commming from other sites. Am I Doing This Wrong? Ecommerce SEO
I ran my site through the SEOMoz On-Page Optimization tool and one of the problems noted was "Keyword Self-Cannibalization" in this case, it was stating I was using the keyword "Board Games" too much. Site in question: http://theboardgamers.co.uk/ The problem being is that every product link contains the word "Board Game" - Which makes sense, but I guess it may look spammy to the SEO world. Would it be best to remove the "board game" part from each internal link and only leave it in the URL structure?

I need my memory refreshed here! Say, I've got a blog and some of the posts have links to recommended external sites and content. Should these be nofollowed? They're not paid links or anything like that, simply things relevant to the post.

Link equity of ifram
If I link an iframe to pull its content - does that count as inbound link for the iframed content? Am I passing linklove to that page? I am on x.com and have an iframe pull content from z.com. Does this give linklove from x to z.com? (I am NOT asking if the z context is indexed in x, although I am weary to follow the most frequent statement that they do not. Google states that they will try to pull the content from the iframe, but don't guarantee it.)
