Optimising meta tags: How to write them perfectly without duplicating? Impact of using different keywords?

Hi friends,
Generally most of the articles about tags are either title rag or header tags, but not about both. I would like to know how to write perfect title and header tags. How much they must be relevant and different? Can we use the same tags for title and H1? If we are planning to rank for different keywords, can that different keywords can be used? I'm really curious to see some interesting answers for this.

Does cached duplicate content hurts seo by Google
If we have duplicate content or pages cached in Google which has been indexed months back, still it hurts the original pages? Old URLs with cache can be seen now in Google when we search for the same URLs.

Do pages with canonicals need meta data?
Page A has a canonical to Page B. Should Page A have meta data values such as description, keywords, dublin core values, etc.? If yes, should the meta data values be different on Page A and Page B?

New Website Old Domain - Still Poor Rankings after 1 Year - Tagging & Content the culprit?
I've run a live wedding band in Boston for almost 30 years, that used to rank very well in organic search. I was hit by the Panda Updates August of 2014, and rankings literally vanished. I hired an SEO company to rectify the situation and create a new WordPress website -which launched January 15, 2015. Kept my old domain: www.shineband.com Rankings remained pretty much non-existent. I was then told that 10% of my links were bad. After lots of grunt work, I sent in a disavow request in early June via Google Wemaster Tools. It's now mid October, rankings have remained pretty much non-existent. Without much experience, I got Moz Pro to help take control of my own SEO and help identify some problems (over 60 pages of medium priority issues: title tag character length and meta description). Also some helpful reports by www.siteliner.com and www.feinternational.com both mentioned a Duplicate Content issue. I had old blog posts from a different domain (now 301 redirecting to the main site) migrated to my new website's internal blog, http://www.shineband.com/best-boston-wedding-band-blog/ as suggested by the SEO company I hired. It appears that by doing that -the the older blog posts show as pages in the back end of WordPress with the poor meta and tile issues AS WELL AS probably creating a primary reason for duplicate content issues (with links back to the site). Could this most likely be viewed as spamming or (unofficial) SEO penalty? As SEO companies far and wide daily try to persuade me to hire them to fix my ranking -can't say I trust much. My plan: put most of the old blog posts into the Trash, via WordPress -rather than try and optimize each page (over 60) adjusting tagging, titles and duplicate content. Nobody really reads a quick post from 2009... I believe this could be beneficial and that those pages are more hurtful than helpful. Is that a bad idea, not knowing if those pages carry much juice? Realize my domain authority not great. No grand expectations, but is this a good move? What would be my next step afterwards, some kind of resubmitting of the site, then? This has been painful, business has fallen, can't through more dough at this. THANK YOU!

Will Russia's New Data Protection Law Impact SEOs and SMBs Outside of Russia?
We've all seen the news recently that Google will be closing its engineering offices in Russia due to new data protection laws coming into place in January 2015. The same law has also led to Adobe pulling out of Russia earlier in the year. I was wondering how you think this will impact SEOers and small/medium businesses that market _to _Russia, but are based outside of the country? Personal data has been defined in the new legislation as: Personal data means any information directly or indirectly related to any identified or potentially identifiable person. It includes, among other things, first name and family name, date and place of birth, address, information about family status, education, profession, income Source For those businesses which don't process personal data (affiliates etc), will there be any foreseeable impact? On the flipside, are there any benefits here for affiliate businesses inside of Russia? I'm using affiliates as an example to get the ball rolling, but I'm sure there's numerous more. Personally, I'd be interested to hear if you think this may impact corporate websites which don't process personal data, but operate outside of Russia.

Duplicate Pate Content - 404's or 301's?
I deleted about 100 pages of stale content 6 months ago and they are currently returning 404's. The crawl diagnostics have pointed out 77 duplicate pages because of this. Should I redirect these as 301's to get rid of the error or keep them as 404's? Most of the pages still have some page authority but I don't want to get penalized. Just looking for the best solution. Thanks!

Is changing your meta titles frequently good SEO Practice
Greetings, Im a new SEO and really knew nothing until signing up to SEOMoz. After reading the SEO101 and gathering as much information in a short period of time things started to become a little clearer. So I started my first campaign used my new SEO knowledge and input all of my meta information. Then I waited a few days to see what happened with my search result. We had never ranked for a single keyword before mind you. So a couple/few of days go by and I started punching in my keywords and looking through the pages. There I was page three. I was SO happy. I read the entire SEO101 again, realized a little more about what I had to do. So I started changing everything up, adding pictures, I found out what a IMG ALT Attributes were in the HTML editor, bolded text and all the other things I missed the first time around. Three days go by and I move up again. I start to notice my traffic is increasing and I am actually getting organic hits through search traffic. This has never happened before. I am over the moon. But I realize that I have my main focus keyword as the second key word in my title tag. So I switch the two words around, wait a few more days. Here's why I ask my question. The original title tag was still showing up and I was on the first page for both keywords, and I could see both title tags when searching for either keyword. The description on youtube is exactly the same as my review on themovies2012.info, but in the description on youtube i put link to my website... Will google know the difference?
