H1 tag positioning impact

Hello,
I am currently working with a dev team to develop a new site.
We have designed the title tags to sit below a banner image on each page but the technical team are insisting the h1 title tags must come above the banner for maximum SEO impact.
I am sceptical about this, can anybody please shed some light and/or share any up to date resource on this?
I have attached a side by side wireframe to illustrate the pages with the h1 tags in both positions.

You generally want to have the
tag at the top of the page, above the content paragraph. **Keep it close in relation to the content that is below it also for correlation, **Personally, I'd have it below the banner for that context and keeping a better user experience. Typically, you don't place an
inside the HEADER of the page, but rather the of the site. The Title tag would be in the header.
As long as there is only one H1 tag it doesn't really matter where it is as you are calling it the most important title. Use H2-4 for all the other headings on the page and it will be read that way. As long as the H1 is concise and to the point relating to the page in question above or below makes no difference.

Am receiving a no-return tag error on Search Console for pages in our site that are unrelated. Impact of nofollow links
Does anyone know what the impact of a nofollowed link is on the ranking value any given page has to distribute? For example, if I have 2 links on a page, both followed, I know those links each distribute nearly 50% of the total ranking value the current page has to offer. However, if one of those links is nofollowed, does that automatically mean the other link gets the ranking value cast off by the nofollowed link? In other words, the single followed link now distributes nearly 100% of the ranking value the page has to offer? It seems to me I remember hearing this was not the case and that the ranking value a nofollowed link would have if it were followed just evaporates. This would mean the single followed link still only passes on around 50%...not 100%. Is the effect different if the links are internal vs. external? If any citations are available to justify knowledge here, that would be great. I know a lot of people have opinions about this subject, but I'm not sure anyone knows Google's position. Thanks!

Tags on blog post
I have just ran a report on SEOMOZ and it's came back saying I have over 1000 pages on my website with duplicate content, I thought wow that's not good, however when I looked at the report it was counting duplicate content because I have used more than one tag on a blog post, for example the blog post: www.example.com/blog-post/ Has the tags example 1 example 2 example 3 Meaning I have these URLs www.example.com/blog/tag/example-1 www.example.com/blog/tag/example-2 www.example.com/blog/tag/example-3 All 3 URLs above have the same content as www.example.com/blog-post/ because of the tags, is this a problem? Is it damaging to have TOO long a title tag these days? i.e. well over character limit
Is it damaging to have TOO long a title tag these days? i.e. well over character limit. I learned that title tags should be around 70 characters. I am new at this, but have a client that has three times that, with the same three keyword phrases repeating 3-4 times. And then NO h1's or h2's in the text......advice? Rookie here 🙂

Best practice for Meta-Robots tag in categories and author pages?
For some of our site we use Wordpress, which we really like working with. The question I have is for the categories and authors pages (and similiar pages), i.e. the one looking: http://www.domain.com/authors/. Should you or should you not use follow, noindex for meta-robots? We have a lot of categories/tags/authors which generates a lot of pages. I'm a bit worried that google won't like this and leaning towards adding the follow, noindex. But the more I read about it, the more I see people disagree. What does the community of Seomoz think?
