How to check if a domain has been penalised before I buy?

I guess the question is in the subject.
We have a client that wishes to buy a domain and use it to replace the primary URL on their website. Although the domain is currently not in use, it was back in 2002 until about 2010.
We're concerned that this could cause issues if we change the name over and the domain itself has had penalties in the past

Check using the organic search estimates in Ahrefs, those are usually pretty good and they keep quite a long history. You can also get similar estimates from SEMRush

Changing domain from .net to .se
Hi Guys, We have someone in the process of changing our domain from an 11 year old domain to a newer country domain of .se, He is not a web expert although he knows a lot of things. How can competition outrank you if your site has better Domain/Page Authority, More links, and More Social sharing?
Say you have a site that has better Domain/page authority, more links, more social media sharing, and a lot more indexed pages (thanks to blogging) than the competition. Of course all of these metrics are based off of data from SEOMoz open site explorer tool which I am not sure if it produces accurate data. 1. Other than exact match domains or the age of a domain what would be other reasons why competition would outrank you? 2. Can anyone suggest other ways to help increase a sites domain/page authority besides creating more indexed pages, link building, etc..?

How to get the total external links to a page and total external links to the domain using Mozscape API? I could not see an option in the bit flags
Hi, I was trying to get the data for total external links to a page and total external links to the domain using Mozscape API but I can't see a bit flag which can do that. There are bit flags for external followed links to a page and external followed links to a domain but I wanted the total external links data, is there a way to do that using Mozscape API else I would end up copying the data manually from OSE which would be cumbersome and time consuming. Your help is highly appreciated.

SEOMoz rocks, but is it breaking Google's webmaster guidelines when it comes to check rankings?
Hi all, The Google's webmaster guideline in question reads... "Don't use unauthorized computer programs to submit pages, check rankings, etc. Such programs consume computing resources and violate our Terms of Service. Google does not recommend the use of products such as WebPosition Gold™ that send automatic or programmatic queries to Google." So, when WebPosition Gold is not recommended then how come SEOMoz is acceptable to check ranks for websites belonging to SEOMoz PRO? Do Google neglects breaking of few guidelines by good boys? What are followed vs non-followed links in Domain Analyis report?
I'm new to SEOMoz and wondering if some nice person can put this into plain English for me? 🙂 On the Competitive Domain Analysis report there are green follow / no-follow links and blue followed / non-followed linking root domains? what is the context of the green & blue circles? is there a better or worse visual representation that I should aim for - more dark green, more light green or about half & half. thanks in advance

Why would PA be 1 (0 links from 0 root domains) if it's linked to internally?
Question just about said it all: I've seen a number of pages on sites that have a PA of 1 (with the metrics being 0 links from 0 root domains) when I can see on the site that it is linked to internally - from the main nav (which is CSS, not Javascript) and also from the footer, if not other places. Why would this be? Update: upon looking further at the site, it appears that there's some kind of redirect going on, where the page linked to from the nav actually redirects to the real page. Would that eliminate PA, even if it's a 301? And additionally, is whatever is causing this lack of PA a reflection of how Google would relate to the page? Thanks, Aviva
