Inconsistent Keyword Search Volume & Difficulty Across Tools (e.g., Moz, Google Keyword Planner, Ahrefs, Semrush)

I'm reaching out for some guidance on keyword research discrepancies. I'm currently targeting the keyword "sui gas bill" for my blog, sngplbill, which focuses on information related to Sui gas bills.
I've used several keyword research tools, including Moz, Google Keyword Planner, Ahrefs, and Semrush, and each platform provides different search volume and keyword difficulty scores:
Moz: No search volume data, Keyword Difficulty (KD) 24
Google Keyword Planner: Search volume 100k-1M, Difficulty (Low)
Semrush: Search volume 90k, KD 31
Ahrefs: KD 1 (Very Easy)
These varying results are causing some confusion. Ideally, I'd like to understand which platform offers the most reliable data for search volume and keyword difficulty.Here are some additional details that might be helpful:
My target location: Pakistan

What factors might contribute to these discrepancies in keyword data across different tools?
Considering my niche (Sui gas bill information in Pakistan), which platform would you recommend for the most accurate search volume and keyword difficulty estimates?

Unsolved Keyword Volume Filtered By City Location?
Let's say I look up the keyword "plumber" in the Keyword Research tool. I get a monthly volume of 70.8k-118k. Now, I want to know how much of that volume comes from a specific city in the United States, like Kalamazoo, Michigan. Is there a way to identify this? My alternative is to look up the keyword "Kalamazoo plumber". This has two problems: People who search for local services will frequently leave off the location, with the expectation that the search engine will provide localized organic results. So, the search volume isn't very precise. That keyword has N/A volume, so the information doesn't help me anyway. Any alternative way to get at this data? Thanks!

Unsolved Is the Keyword Explorer tool down?
Hi, I was supposed to work with researching keywords today. After researching a few queries in the Keyword Explorer, it stopped retrieving keywords and shows the message, “Getting keyword suggestions failed. Please retry your search or refresh this page”. Targeting several keywords at once.
Curious how some of you are able to target several keywords on one same page, for instance for the page www.tutoroo.co/arabic-tutor-dubai we aim to rank first on Google for keywords such as "Arabic tutor" and "Arabic teacher" but also for "learn Arabic" or "learning Arabic". How do you rank up number 1 for several phrase keywords without jeopardizing current rankings?

Unsolved Why is Moz taking so long to load keywords?
Today I noticed that the system is taking forever to load keywords. I keep testing it and it just buffers and says loading but nothing happens. Waiting for more than 10 minutes. Nothing happens.

How to finalize the keywords for SEO?
Hi, I use the following method for keyword research: Create a long raw list of keywords. Use Google AdWords Keyword tool to find monthly searches. Find raw competition. Find direct competition (via allinanchor: search operator) Calculate KEI (Keyword Effectiveness Index) Calculate KOI (Keyword Opportunity Index) Is there any other (better) way to execute the keyword research? Or is finalizing/selecting the keywords only on the basis of monthly searches sufficient? In short, how to select the best keywords from a long list? Thanks & Regards

I am really confused about how geolocation and search works. For example, I can search "Air Conditioning Repair" in Google and will get local search results depending on my geolocation. How do I set up keywords in SEOmoz "Air Conditioning Repair" and get the ranking depending on the users geolocation? Do I have to have the keyword "Sacramento Air Conditioning Repair" to get the same results if I search within the vicinity of Sacramento with the term "Air Conditioning Repair."
