Do sites on the same c-block and same server count as seperate linking root domains when linking to each other?

Lets say there are 50 businesses who have their website on the same server and are on the same c-block but the owners of the individual sites are different (i.e. they are all completely different sites not relevant to each other). Each of those sites are linking to each other due to a feature on the sites. This obviously increases the number of total links to each site but does it also increase the number of linking root domains? Or does this just show up as one linking root domain due to all of them being on the same server and the sharing the same c-block?

Based on your question I have spent some time trying to locate an official reply from Google on this topic. I was not able to find such a statement. Therefore, I modified my reply from "Google will discount links (from the same C-block)..." to "Google can discount..."
What we know for certain is Google is a very intelligent organization and they have entire teams dedicated to ensuring search quality is maintained. Google specifically wants to ensure links are independent in nature. Links from the same C-block is clearly an indicator the link may have been influenced and is not independent.
I would even go further and share it is common belief amongst SEO professionals that C-blocks affect links. The entire concept of "SEO hosting" is based upon offering hosting with different C blocks.

Rand shared in the above video "the best single metric, non-aggregated metric, that we've got to predict Google's rankings with correlation data is the number of Linking C-Blocks."
TL;DR - There is strong evidence which indicates C-blocks information is used as a ranking factor, but I was unable to locate any specific statement from Google confirming this information.

Google will can discount the links because they are all on the same server and C-block. Google views links as an independent endorsement of the target site. When links are created by sites on the same server, it is deemed likely there is a relationship between the sites which causes the links to not be independent.

These would show up as separate linking root domains in the SEOmoz tools. If you are using other tools you would need to ask with the tool's developer to be certain, but all the tools I have worked with would show these as independent domains, which is true regardless of that domain's IP address or server.

Greetings! Actually, got an doubt on linking to external site. The thing, i have working for roof marketers site. They have covered roof products. Each of the products have a page along with major keyword. Actually, i do link from other pages[internally]. Meaning,if i see any main keywords in different page then will link that to corresponding page/product[internally].This is what i am doing to get page rank. Now, my doubt. Some of the pages are having link with main keywords which directs to the third party site those who are really producing the products. But, i remove the third party-link which has with main keywords. Since already the site/my client site having pages for that main keywords. But client really want that link. meaning the links which they have given to direct to third party[product producer] site. So what should i do at this case. Can i just past RAW link like [http://www.thirdpartysite.com] or what do i do. But my client wants that link to be in content area. Why is this link from a .edu source not being counted?
The site in question is: http://Ellenensher.com We are wondering why a powerful edu link is not being counted in opensiteexplorer. Is it not being indexed? Or is it some other issue? Root domain registered in search engines, inbound links to www sub-domain. A problem?
I just discovered that our site is registered with the major search engines without the "www" sub domain. Both domains resolve directly to our site, which I need to get corrected. I had planned to have the root (honestabe.com) forwarded to the sub (www.honestabe.com). However, I then found that the sub-domain is not listed with the search engines. Of course, naturally almost all of our inbound links include www. Does Google differentiate between links with and without the sub-domain? In other words, if I forward the www address to the root, will I still get the SEO benefit of those inbound links using www? I'm trying to figure out how to approach this. I'm hoping someone is going to make me feel really stupid for asking this and say it's no big deal. However, I have a feeling this could be a mess.

So I ran into a site that was not ranking 4 days ago and has over 2 million links to it on some keywords. My guess is this is a link bomb, but the issue is this is pushing one of my sites down. Does anyone know a good way to over come a bomb like this?
So I ran http://www.riogrande.com/ into this site not that long ago and wanted to see if any other SEO's have an opinion on it. I've seen a Google bomb before, but the amount of links going into this URL is insane. The thing is how does one over come a Google Bomb? Do you just wait to see what Google does or do you just hope to rank under that URL? I should also note that it appears that all the keywords to it are relevant to the sites content. Multiple same domain links on Open Site Explorer
In doing competitor link analysis on Open Site Explorer, I've noticed quite a few links coming from the same domain listed separately. This seems to be especially prevalent with Google directory listings. For example, I'll see a link to the site from google.hu/...., google.am/..., google.kz/..., etc. In some cases, it will be prefixed with an IP address, followed by the subfolder address. Correct me if I am wrong, but these seem to be all counting as separate root domains that are linking to the site. How is this done? Are directory submissions given to each country's google directory? Does an original DMoz listing get re-submitted to all of these? Just looking for some clarification on this and how it's accomplished. Thanks everyone!
