Search Volume vs. CTR

Is it better to optimize based on search volume or click through rate? For example:
If a keyword has a CTR of 19% and only 3,000 monthly searches, while another keyword that is relevant to that page has a CTR of 0.7% and 20,000 monthly searches, which keyword should that page be optimized for for better natural results and the bottom line?

I agree with Egol. Conversion rate would be a deciding factor.
Current position and ease of improving that position would also be a factor. Cost of maintaining a position should also be considered.
If all things were equal and you are looking at pure traffic numbers...
Keyword A - 3,000 at 19% = 570
Keyword B - 20,000 at 7% = 1400
Go for Keyword B.

I don't know where your data is coming from so it is difficult to give a reply in context.
So, let's assume that you have data from google webmaster tools.
Keyword A has CTR of 19% and 3000 monthly searches
Keyword B has CTR of 0.7% and 20,000 monthly searches
When I look at that data my conclusion is that KW A ranks highly - maybe in the top three... while KW B might be on the second page.
I would reoptimize the page a bit towards KW B if I thought that it would yield valuable traffic.
Always keep in mind that there is another step in the calculation... that if the 19% of people who click through KW A have a 0.1% conversion rate but the KW B people convert at 10% then that could alter any decision that you might have.

Medical terms and keyword monthly search ranges
I have a question with regards to the monthly search ranges. I read your information on how the range is calculated but it does not explain the following. Google AU comparison for "hives" and "urticaria". The range give is 11.5-30.3K per month for both terms. This is highly unusual because we know that people use hives more than urticaria when searching for the same disease. Interesting this is the only medical term that behaves like this and want to understand the reason why.

Keywords with no search volume
Hi there! What are your thoughts on optimizing pages for keywords that have no search volume (using the Keyword Planner)? I'm not sure it should be done, since optimizing for keywords that no one searches for is kind of useless, right? Ranks moving up & Down for a certain keyword search
Hi, We had lost rankings for certain keywords completely from google's index about 5 months ago. Recently the rank for the keyword reappeared on google. But it keeps moving up and down. One day on 26th position, next day it is on 45th position, then it comes back to 30th position. This has been going on for over a week now. Are the Volume numbers from the Keyword Difficulty Tool identical to Google Adwords Keyword Tool?
I use the Keyword Difficulty Tool daily. Because of the troubles with Google's API I can no longer see the search volumes. I still want to use the tool for difficulty numbers because I think this is a much better number than the Google Adwords Competitive bar. If I use the Adwords keyword tool for volume numbers, will that be sufficient? Is this the same as what Moz usually provides? If no, where is the best place to gather volume numbers? Thanks!
