Who does google require a 3 digit number for news URLs?

Here, google mentions that article URLs should contain a 3 digit number:

Why is this?
Also, do you think it is good to have both a news sitemap and 3 digits at the end of a URL? Or, will one do?

Just to clarify, this requirement is solely for publishing to Google News, and has nothing to do with normal Google.com articles.
It is difficult, but certainly possible, for a site to be approved for Google News. It is designed for news agencies such as the New York Times, Time magazine, the Wall Street Journal, etc. If your site does it's own interviews and fresh reporting, and the content is presented in a very specific and professional manner, you can be considered for Google News.
The 3+ digit number requirement for a URL is waived if you submit a Google News sitemap. Any professional news agency which uses Google News is likely to have an automatically generated sitemap. When a news story is submitted, the sitemap would automatically be updated and sent to Google. Using this process a URL can be presented without the 3 digit number.
I don't know why a 3 digit number is otherwise requested. My guess is due to a technical requirement on their end for establishing uniqueness.

Just submit the sitemap. If you do a search on Google News for any topic, you will find many major news companies use clean URLs without the 3 digit code.

Does Google bias the type of content which ranks? HI Guys, If i wanted to create a nice blog post around a topic like: black dresses or yoga pants. If you view google.com or google.com.au results all the top ranking URLs are e-commerce pages which list the products. There is very rarely - blog content e.g. top black dresses to wear... or 7 of the hottest yoga pants on the market. The search intent is about the same i.e. someone looking for black dresses would be interested in that blog post. So in my conclusion Google has some form of bias in delivering ecommerce sites above blog/skyscrapper form of content. Thoughts? Cheers.

Domain remains the same IP address is changing on same server only last 3 digits changing. Will this effect rankings
Dear All, We have taken and a product called webacelator from our hosting UKfast and our ip address is changing. UKFasts asked to point DNS to different IP in order to route the traffic through webacelator, which will enhance browsing speed. I am concerned, will this change effect our rankings. WordPress Duplicate URLs?
On my site, there are two different category bases leading to the exact same page. My developer claims that this is a common — and natural — occurrence when using WordPress, and that there's not a duplicate content issue to worry about. Is this true? Here's an example of the correct url. and... Here's an example of the same exact content, but using a different url. Notice that one is coming from /topics and the other is coming from /authors base. My understanding is that this is bad. Am I wrong?

Google tagged URL an overly-dynamic URL?
I'm reviewing my campaign, and spotted the overly-dynamic URL box showing a few links. Reviewing it, they are my Google Tagged URLs (utm_source, utm_medium_utm_campaign etc) I've turned some internal links to Google Tagged URLs but should these cause concern?

Does Google index more than three levels down if the XML sitemap is submitted via Google webmaster Tools?
We are building a very big ecommerce site. The site has 1000 products and has many categories/levels. The site is still in construccion so you cannot see it online.
