Site Stucture Advice - Keyword Dillema

I am creating a new site and am looking for some advice on how to structure the site
Using Google's keyword search tool it seems like I have a dilemma in that about 50% of the keyword pairs are contained in 10 keyword pairs that are similar
The first two pairs have about 49% of the traffic and only differ between plural / singular, not quite sure how to handle that, or if google has a method to make these more or less synonomous
The last 8 pairs are roughly similar in distribtuion
As an example (not my case, just for visualization)
Mountain Bike Classes
Mountain Bike Instruction
Mountain Bike Workshops
Mountain Bike Training
Etc ... which all more or less give the same results (yes some difference but they all deal with learning how to ride a mountain bike, again this is not my exact case, don't care a whit about mountain bikes
I don't see giving each of those kinds of pairs their own page since the content would be pretty much the exact same, making it substantially different would also be problematic (if I am thinking about this correctly)
I have a clean slate to work with from a site perspective so I am wondering how people here would, or better yet have handled similar situations

The mountain bike examples were just for illustration, the actual keywords are different than described but the principle is the same.
Actually I did use PPC research, and they pretty much bring up the same content (slight, very slight variations but in general they could be considered the exact same market segment )
So I guess other than splitting the results I will just grab the top performer that I think I have the best chance at getting good results with and maybe PPC the others if it makes economic sense.

Singular and plural are (more or less) synonymous.
Regarding your main question, I would try to make sure that there was no subtle difference in user intent that you might have missed.
To use the example that you give someone looking for "mountain bike training" might be more interested in formal training than someone looking for "mountain bike workshops" while someone seeking "mountain bike instruction" might only want to attend a single session . It might even be worth testing some theories out using PPC.
You could also consider branching off slightly from the keyword tool's suggestions. Again using the example you give you could create a page about mountain bike instructors - possibly optimising it to the term "mountain bike instruction", using it to write relevant content but with a significantly different angle to your other pages and also as a way to build relationships with the community of mountain bike instructors.

Keyword Stuffing
Working on optimizing my e-commerce website. We have managed to obtain very good ranking on most keywords that we use directing to different products. However, there is one that ranks very low, and Moz alerts that keyword stuffing might be one of the reasons. A competitor uses the following format for all of their meta titles: [Store Name] Voucher Codes, Cashback & Discount Codes | [Website Name] They do vary their titles slightly, depending on which keywords are searched for, for the particular store. What do you think about this title? I'm torn between it looking a little 'stuffy' but them also getting across the point that their page offers all of that.

Keyword and SERP Help Please
So I am curious about keyword placements etc. My main question is: So is whatever you search for in say Google must be the same in a website - to be found? So say you search for plumbers in Colorado Then you must have that exact, same phrase, in your website to be found? or does Google know based on title tags and such that a page is about plumbers and they service Colorado? I just want to make sure I am understanding how keywords work to be found. I mean you can have Colorado plumbers and plumbers in Colorado. So its hard to figure out how to use keywords. Duplicate content on partner site
I have a trade partner who will be using some of our content on their site. What's the best way to prevent any duplicate content issues? Their plan is to attribute the content to us using rel=author tagging. Would this be sufficient or should I request that they do something else too? Thanks

Using a keyword on homepage of a blog
I have a blog and the homepage has the 5 most recent posts. I ran a report card on my homepage for my main keyword. One of the problems is that the keyword only appears 1 time. I don't want to put it in the signature of every post because I found that causing problems with self-cannibalizing. I checked my competitor and they got a check mark for this but I looked at their homepage and I found the keyword NOWHERE! So where is my competitor hiding the keywords and how can I get the keywords on the homepage when the content is constantly changing? Thanks in advance!

When Adding content to the site. Should I use the same keyword term on each page or select a secondary keyword to focus on?
I have created a site www.autoinsurancefremontca.com. The index page is SEO for the key term auto insurance fremont ca. I want to add more content on another page of this site. Should I have that page also SEO'd for the same keyword or should I pick another keyword to focus on?
