Just checked something that has not been mentioned here, and that is that your domain name was only registered October 28th of this year. Less than 2 months old. Matt Cutts has said not to worry about domain age that much, BUT yours is almost pristine new. Keep on putting relevant content, and don't do anything against Google guidelines, and you will get those rankings.

RE: Phrase duplication within Title Tags
I do it all of the time and it is OK to put in the repetitive content in the meta title. Technically, you are diluting the meta title tag, but it is not a bad thing (and I will tell you why). Take for example a site that sells cigarettes. What do you think you would look more natural to the search Engines (Not SEO'd)
Marlboro Cigarettes | DomainName.com
or
Marlboro Cigarettes
The first option although it is diluting the title tag, is at the same time not over optimizing the title tag. I personally have tried both, and ALWAYS option 1 has worked better.
In your case, as long as the landing pages have good content about Financial Services and Child Care, you will be good as brochure and flyers is your product, so it is relevant.

RE: Regarding site url structure
It usually takes some time for Google to recognize, analyze and rank according to the changes that you make to URL structures. Just make sure that you are doing a 301 from the old to new URL. This will help search Engines figure out what is happening faster. You new URLS are relevant to the product so eventually you will rank higher for those keywords included in the URL. Give it some time.

RE: Does this count as a link exchange in eyes of google?
Link Exchange is basically you giving a anchor text to another website, and they do the same. Hence link exchange. It used to influence rankings a few years back, but seems to have lost power.
The trick now is to put valuable content out there, and people will link to you. No need to exchange anymore.

RE: Training Recommendation for In House SEO
That training is right here in the SEO forums. That is the best school out there. Priceless!
